Bidders must be tax compliant and provide proof (Tax Clearance Certificate or SARS PIN). Must submit all required SBD forms fully completed. Must not be listed in the Register for Tender Defaulters or List of Restricted Suppliers. Foreign suppliers must complete additional questionnaire regarding RSA residency and tax status. Persons in service of the state or companies with directors in state service are prohibited from bidding. Must comply with Preferential Procurement Policy Framework Act and Regulations 2022.

• The service provider will assist with the preparation and review of the Agricultural Land Holdings Account (ALHA) interim and annual financial statements for the 2025/2026 and 2026/2027 financial years.
• Deliverables include 2 GRAP-compliant interim financial statements and 2 GRAP-compliant annual financial statements.
• Provide interpretation and guidance on the application and implementation of applicable GRAP standards, including technical and accounting opinions.

• Complete the pricing schedule (SBD 3.3) with total cost inclusive of VAT.
• Detail costs per deliverable: Interim Financial Statements (2 sets), Annual Financial Statements (2 sets), Technical and accounting opinions (10 reports).
• Ensure prices are firm for the contract duration; factor in all costs as no adjustments will be considered.
• Bid validity: 120 days from closing date.

• Submit a total quoted price inclusive of VAT.
• Prices must be firm for the full contract period; no adjustments for CPI or exchange rates will be considered.
• The pricing schedule must detail costs for: preparation and review of interim financial statements (2 sets), annual financial statements (2 sets), and provision of technical and accounting opinions (10 reports).
• Include VAT at 15% in the total cost.

• Submit a valid Tax Clearance Certificate (TCC) or Tax Compliance Status (TCS) PIN from SARS.
• If registered on the Central Supplier Database (CSD), provide your CSD number.
• For consortia/joint ventures, each party must submit separate TCS certificates/PINs/CSD numbers.
• Bidders must complete SBD forms 1, 3.1, 4 and 6.1.
• No bids will be considered from persons in the service of the state or entities with directors/members in the service of the state.
• B-BBEE preference points are claimed via SBD 6.1; subcontracting more than 25% to non-HDI enterprises may affect points.

• The General Conditions of Contract (GCC) apply and may not be amended.
• Special Conditions of Contract (SCC) will prevail in case of conflict with GCC.
• Key contractual clauses cover: definitions, application, standards, use of contract documents, patent rights, performance security, inspections, packing, delivery, insurance, transportation, incidental services, spare parts, warranty, payment, prices, contract amendments, assignment, subcontracts, delays, penalties, termination for default, force majeure, termination for insolvency, dispute settlement, limitation of liability, governing language, applicable law, notices, taxes and duties, National Industrial Participation Programme, and prohibition of restrictive practices.
• Performance security may be required within 30 days of award, in the form of a bank guarantee, irrevocable letter of credit, or certified cheque.
• Payment terms: within 30 days of invoice submission, in Rand.
• Prices are firm unless adjusted per SCC or bid validity extension.
• Subcontracts must be notified to the purchaser.
• Penalties for delay: deduction based on delivered price and prime interest rate per day of delay.
• Termination may occur for default, corrupt practices, or insolvency, with potential restriction from public sector business.
• Force majeure provisions relieve supplier from penalties for events beyond their control.
• Disputes resolved first by mutual consultation, then mediation, then South African courts.
