Required documents (failure to submit any may disqualify):

• Fully completed and signed SBD 1 (Invitation to Bid).
• Fully completed SBD 3.1 (Pricing Template).
• Fully completed SBD 4 (Declaration of Interest).
• Fully completed SBD 6.1 (Preference Claim Certificate) with original or certified B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs/QSEs).

Bids must be submitted on official forms provided (do not re-type). No amendments to bid conditions or counter-conditions are allowed. Bids from state employees or entities with state-employed directors/members will be disqualified.

Evaluation occurs in 3 stages:

Stage 1: Pre-qualification Criteria

• Bidders must be B-BBEE Level 1 to 3 to qualify. Failure to meet this disqualifies the bid.

Stage 2A: Compliance with Mandatory Returnable Documents

• All mandatory documents (SBD 1, 3.1, 4, 6.1, 8, 9, CSD proof, technical proposal) must be submitted. Non-compliance disqualifies the bid.

Stage 2B: Evaluation of Bids Against Specifications (Functionality)

• Bids are scored against published criteria. Minimum threshold: 75%. Bids scoring below 75% are excluded from Stage 3.

Stage 3: Price/Preference Evaluation

• Qualifying bids are ranked by price (lowest price = highest score) per Preferential Procurement Regulations, 2017.
• Preference points (from SBD 6.1, supported by valid B-BBEE certificate) are added to price scores.
• Bidder with the highest combined score wins, subject to administrative documentation compliance.
• SANParks may negotiate prices with the top bidder(s) if bids fall outside fair market-related ranges.

Scope: Appointment of a Transaction Advisor to support SANParks in retendering six Lodge Concessions in Kruger National Park (KNP). The advisor must provide technical, commercial, financial, B-BBEE, and local community development advisory and operational support.

Key deliverables:

• Review and enhance SANParks’ PPP framework (Phase 1).
• Develop and implement retender processes for six KNP Lodge Concessions (Phase 2): Jock of the Bushveld, Mluwati, Lwakahle, Jakkalsbessie, Mutlumuvi, Mpanamana.
• Each retender must conclude at least 12 months before concession contract expiry to allow handover.
• Contract period: 5 years or until scope completion, whichever occurs first.

Phase 1 (Framework Enhancement):

• International/local industry analysis, best practices, lessons-learned.
• Enhanced pricing structure for PPP fees + evaluation methodology.
• Mechanisms for local community/Land Claimant beneficiation, B-BBEE, socio-economic development.
• Updated PPP tender documentation (Information Memorandum, RFP, PPP Agreement).
• Communication strategy for stakeholders.
• Strategy for Local Community Trust engagement and capacitation.

Phase 2 (Retender Implementation):

• Project plans for each lodge concession retender.
• Value assessment (risk matrix, business model, financial feasibility, value-for-money).
• Draft tender documentation (bid specs, Information Memorandum, RFP, PPP Agreement).
• Manage tender process: site visits, bidders’ conferences, Q&A, bid evaluation.
• Advise on negotiations and finalize PPP Agreements.
• Close-out report with lessons-learned.

Team requirements:

• Project Lead: 10+ years in PPP procurement/structuring/implementation/management.
• Financial analysis: 10+ years.
• B-BBEE/Transformation advisory: 5+ years.
• Monitoring/compliance/contract management: 5+ years.
• Local economic/community development: 10+ years.
• Tourism development: 10+ years.
• Project management: 5+ years.

Responsible Tourism: Work must align with SANParks’ pillars (Sustainable Conservation, Diverse/Responsible Tourism, Socio-Economic Transformation) and Responsible Tourism Charter principles.

Pricing must be in South African Rand (ZAR), fully inclusive of all costs (disbursements, overheads, delivery, VAT, income tax, UIF, skills development levies).

• Submit SBD 3.1 (Pricing Schedule) with detailed breakdown per deliverable/phase.
• Price changes (e.g., CPI escalations) allowed only as per signed contract terms.
• Payment terms and guarantees: Not explicitly specified; follow SANParks’ standard contract terms (SBD 7).
• Contract validity: 150 days from closing date.

Mandatory compliance requirements:

• B-BBEE: Minimum Level 1 to 3. Submit original/certified B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs/QSEs).
• Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or CSD registration number. Each consortium/JV member must submit separate TCS/CSD proof.
• Central Supplier Database (CSD): Proof of registration required.
• No bids accepted from state employees or entities with state-employed directors/members.
• Foreign bidders: Must confirm RSA residency/branch/permanent establishment/source of income/tax liability. If none, no SARS TCS PIN required.
• Submit SBD 4 (Declaration of Interest with Government), SBD 8 (Past SCM Practices), SBD 9 (Independent Bid Determination).
• Proof of authority (e.g., company resolution) for bid signer.
• Fronting: Bidders must prove no fronting exists if investigated. Failure may invalidate bid/contract and bar from public sector for up to 10 years.
