Late bids will not be accepted. Bids must be submitted on official forms provided (not re-typed). Submit 3 hardcopies (1 original + 2 copies) and 1 electronic copy (CD/USB). E-mail or fax submissions are not accepted. Incomplete submissions (insufficient copies) will be disqualified. Clarification questions must be submitted by 21 May 2021; answers will be posted on www.cathsseta.org.za. Attempts to influence the process or collusion will result in disqualification and possible legal action. Mandatory documents (Gate One) include: SBD Forms 1, 2, 3.3, 4, 6.1, 7.2, 8, 9, Tax Clearance, B-BBEE Certificate, Company Registration, CSD Number, and 3 hardcopy + 1 electronic proposal.
Evaluation Criteria

Functionality criteria and points: Response to scope of work (40), Implementation plan/costing/timeframes (20), Standard Operating Procedures (20), Adherence to legislation (5), Staff complement/organogram (5), Uniform compliance (5), Security equipment methodologies (5). Expertise/knowledge: 5+ years experience and security certification (30), 4+ years security industry experience (15), Compliance with minimum security standards (5). Capacity to perform: Certified IDs, CVs, and qualifications of all proposed staff (30), 75% of staff (15), 50% of staff (5). Reference letters and contactable client list are required. Bids failing to meet the 70-point threshold are eliminated. Final award is to the highest total points scorer.
Technical Specifications
Source: RFP Security Services F_compressed.pdfProvide security services at CATHSSETA Head Office (270 and 294 George Road, Erand Gardens, Midrand) and one regional office (Northlink College Tygerberg, Rothschild Boulevard, Panorama, Western Cape) for 3 years (01 July 2021 to 30 June 2024). Scope includes: 24/7 on-site guarding, physical access control, patrolling, asset/personnel control, crime prevention, and escorting. Head Office: 1 x walk-through scanner, 1 x baggage scanner, and security guards (Day: 1x Grade B + 2x Grade C; Night/Weekends: 2x Grade C). Regional Office: 1 x handheld scanner and 24/7 guards (Day/Night: 1x Grade C each). Guards must: conduct entrance/exit control, maintain registers, report threats, and be monitored via scheduled/unscheduled visits. Service provider must: maintain a 24/7 radio control room, provide uniforms/name tags, submit weekly reports, and hold sufficient insurance. SOPs will be compiled jointly with CATHSSETA before commencement. Compliance with Acts: Control of Access to Public Premises and Vehicle Act (1985), Criminal Procedure Act, Firearms Control Act, Private Security Industry Regulation Act, Trespass Act, Occupational Health and Safety Act.
