• Submit the original bid documents in a sealed envelope clearly marked with the bid number, title and closing date/time. Place the envelope in the municipal bid box at 1 Jan Greyling Street, Burgersdorp, before 12:00 noon on 05 March 2026.
• Bids may be delivered by hand, courier or post at the bidder’s risk; fax, e‑mail or late submissions are not accepted.
• Use only the official bid forms; do not re‑type or alter any document. Complete all forms in black, non‑erasable ink, initial every page and sign as an authorised signatory.
• Attach all required returnables (MBD forms, tax clearance certificate, SARS PIN, municipal rates/lease affidavit or SAPS affidavit, CSD number, B‑BBEE specific‑goal declaration, past experience annex, etc.).
• Include a signed board resolution authorising the signatory.
• Failure to complete any required form, use correction fluid, submit after the deadline or send to the wrong address will result in disqualification.
• Bids are valid for 90 days from the closing date.

• Bids are scored on three elements: Functionality (price) – 80 points, Preferential points (specific goals) – 20 points, total 100 points.
• Minimum overall score of 70 points is required to proceed to the financial evaluation stage.
• Specific‑goal points are allocated as follows:  ‑ Black ownership (≥51 %): 30 % (6 points)  ‑ Youth ownership (≥51 %): 10 % (2 points)  ‑ Women ownership (≥51 %): 20 % (4 points)  ‑ Disability ownership (≥51 %): 10 % (2 points)  ‑ Local (WSLM) ownership (≥51 %): 20 % (4 points)  ‑ Black military‑veteran ownership (≥51 %): 10 % (2 points).
• Points are prorated if the 51 % threshold is not met.
• Evaluation stages: (1) Functionality/price assessment, (2) verification of preferential points, (3) financial evaluation for compliant bidders.

Scope: Provide full accounting and financial‑management services for three years, including preparation of GRAP/mSCOA‑compliant annual financial statements (AFS) and interim statements, asset‑register compilation, actuarial valuations, audit‑finding remediation, and ongoing support. Deliverables: ‑ Draft AFS (by 15 August each year) ‑ Final AFS ‑ Monthly progress and financial compliance reports ‑ Quarterly steering‑committee reports ‑ Annual audit‑readiness pack ‑ Asset‑register updates, land‑reconciliation, meter‑register reconciliation, and related valuations ‑ Skills‑transfer plan and on‑the‑job training for municipal staff. Service levels: ‑ Service‑Level Agreement to be signed within 30 days of award ‑ Monthly invoicing with deliverable sign‑off ‑ Continuous risk‑management and mitigation reporting.

Pricing must be submitted on the official MBD 3.3 Professional Services schedule, inclusive of VAT. Total bid price (including VAT) is the only amount to be quoted; no separate bonds or guarantees are mentioned. Bids remain valid for 90 days after the closing date. Payments will be made monthly on submission and approval of invoices together with the required deliverables; no advance payments.

• Register on the Central Supplier Database (CSD) and provide CSD number.
• Submit a current SARS Tax Clearance Certificate or PIN and confirm tax compliance.
• Provide municipal rates/levy clearance (latest rates statement ≤ 3 months old, lease agreement, or SAPS/ward‑councillor affidavit if exempt).
• Declare B‑BBEE specific‑goal percentages as listed in the tender (black, youth, women, disabled, local, veteran) and attach supporting certificates.
• No persons in the service of the state may submit a bid.
• Ensure directors/shareholders are not in arrears with municipal rates/taxes for more than three months.
