Late bids will not be accepted. Bids must be submitted on official forms provided (not re-typed) and in the manner prescribed. Use SBD1, SBD2, SBD3.3, SBD4, and other required forms. Separate technical and financial proposals must be placed in sealed envelopes, marked accordingly, and submitted together in an outer sealed envelope. Include one original and three hard copies of each proposal, plus an electronic version on a memory stick. Bids become the property of CSOS and will not be returned. Ensure all required documents (e.g., Tax Clearance Certificate, CSD registration, B-BBEE certificate) are included. Failure to comply with submission requirements may disqualify the bid.
Evaluation Criteria

Phase 1: Functional/Technical Evaluation. Only bidders meeting pre-qualification criteria proceed. Minimum 70% score required to advance to Phase 2 (Price and B-BBEE). Criteria and weightings: 1) Methodology and approach (25 points): 0=non-compliant, 2=partial, 3=full, 5=exceeds. 2) Service provider capacity (15 points): 5=3+ references on letterhead, 4=2 references, 3=1 reference, 0=none. 3) Team resources (10 points): 5=4+ team members with qualifications, 3=3 members, 2=2 members, 1=1 member, 0=none. 4) Timeframe compliance (10 points): 5=all 5 deliverables, 3=4 deliverables, 2=3 deliverables, 1=1 deliverable, 0=none. 5) Previous experience (40 points): 5=proof of all 5 expertise areas (KM Strategy, Skills Audit, Cataloguing, ADR understanding, leaflet collation), 4=4 areas, 3=3 areas, 2=2 areas, 0=none. Each criterion scored 0-5, multiplied by weighting. Only bids scoring ≥70% in technical evaluation advance. Preference points for B-BBEE apply (80/20 or 90/10 system based on tender value).

Deliverables: 1) Knowledge Audit & Report on Skills Gap Analysis (6 weeks, 25% budget). 2) Dispute Resolution KM Strategy (2 months, 45% budget). 3) Research & Implementation Plan for cataloguing adjudication orders (1 month, 15% budget). 4) Dispute Resolution Manuals (5 sub-sectional leaflets) (1 month, 10% budget). 5) Close-Out Report (2 weeks, 5% budget). Total project duration: 6 months. All deliverables must be professionally written, language-edited, submitted in Word format (Arial, 1.5 line spacing) with one hard copy. Methodology must include: understanding of requirements, indicative plan, expertise/ capacity statement, and value-add approaches. Benchmarking against advanced ADR organizations required.
Financial Requirements

Total cost must cover all assignment activities per the terms of reference. Rates must be firm for the full period or specify adjustment basis (e.g., CPI). Payment terms: 25% for Knowledge Audit, 45% for KM Strategy, 15% for cataloguing plan, 10% for manuals, 5% for Close-Out Report. All costs must include applicable taxes and disbursements. Financial proposal must be submitted in a sealed envelope marked 'Price/Financial Proposal' with one original and three copies, plus electronic version.
Compliance Requirements

Each consortium/joint venture member must submit a separate certificate. If no TCS PIN is available but the bidder is registered on the Central Supplier Database (CSD), provide the CSD number. Bidders must be registered on the National Treasury’s CSD and remain registered for the contract duration. B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) must be submitted to qualify for preference points. VAT registration number required. CIPC registration documents (certified copies) must be submitted. No bids accepted from persons in the service of the state or entities with directors/members in state service. Foreign bidders must comply with tax requirements if applicable. Declaration of Interest (SBD4) must be completed and submitted.
