• Use the official bid forms provided (SBD 4 – Bidder’s Disclosure, SBD 6.1 – Preference Points Claim Form if claiming points) and do NOT re‑type the forms.
• Complete all required sections, sign and initial every page.
• Include the following mandatory documents:

– Completed and signed Bid Invitation (Annexure A).

– Signed SBD 4 disclosure.

– Signed SBD 6.1 if claiming preference points.

– Proof of registration on the Central Supplier Database (CSD) – CSD number.

– Valid SARS Tax Compliance Status (PIN/TCS) certificate or CSD number if no PIN.

– Valid B‑BBEE certificate or sworn affidavit for any points claimed.

– APSO registration proof for the category applied for.

– Audited financial statements (may be requested before award).

– Any required subcontractor agreements or teaming agreements (for JVs/consortia).

• Bids received after the deadline or not in the prescribed format will be rejected.
• Disqualification risks include incomplete documents, non‑compliance with tax status, exceeding fee percentages, failure to provide required certificates, or being listed as a state employee or on the restricted suppliers list.

• Evaluation is conducted in three phases:

1. Administrative Compliance – checks completeness, CSD registration, tax compliance, B‑BBEE, APSO registration, signed forms.

2. Mandatory Requirements – category selection and proof of mandatory items (experience, fee structure, APSO registration). Failure to meet mandatory items leads to disqualification.

3. Functional Evaluation – scoring against weighted criteria:

– Reference letters (30 points)

– Proposed recruitment approach (35 points)

– Sample reports (35 points)

– Total possible 100 points; a minimum score of 70 points is required to be placed on the panel.

• Preference points are allocated under the 80/20 system (price 80 points, specific goals 20 points) as per the Preferential Procurement Regulations 2022.
• The SAWS may request additional information or site inspections after the closing date.
• Bids may be rejected for non‑conformity with specifications, incomplete SBDs, tax non‑compliance, or proven corrupt/fraudulent conduct.

• Scope: Provide recruitment services (head‑hunting, technical, ICT, support) on an as‑and‑when‑required basis for a three‑year panel.
• Deliverables per category:

– Source CVs matching job profiles, shortlist, pre‑screen, conduct background/credit/criminal checks.

– Provide at least three qualified candidates per assignment.

– Submit comprehensive reports including gender‑race statistics.

– Manage post‑interview communication and guarantee replacement or credit if a placed candidate leaves within six months.

• Fee structure (percentage of first‑year Total Cost to Company):

– Category 1 (scientific/executive): max 20 %.

– Category 2 (technical – scientists, meteorologists): max 16 %.

– Category 3 (ICT specialists): max 16 %.

– Category 4 (support – finance, supply chain, HCM): max 15 %.

• All agencies must sign confidentiality and indemnity agreements and a Service Level Agreement (SLA).
• Panel utilisation is rotational; groups of up to five agencies per category will be called for assignments.
• Inclusion on the panel does not guarantee work; assignments are made on a case‑by‑case basis.

• Pricing must follow the capped percentage fees per category (see Technical Specifications).
• Bidders must submit audited financial statements if requested by SAWS (Section 1.14).
• No bond or guarantee is explicitly required in the document.
• Payment terms: invoices paid within 30 days of receipt.
• Financial capacity evidence is required during due‑diligence; failure to provide may lead to rejection.

• Register on the Central Supplier Database (CSD) and provide CSD number.
• Provide valid SARS Tax Compliance Status (PIN/TCS) certificate or CSD number; all tax matters must be in order.
• Submit a valid B‑BBEE certificate or sworn affidavit (minimum level 1) for any preference points claimed.
• APSO registration is mandatory for the category applied for.
• No persons employed by the state, directors or shareholders who are state employees, or entities on the restricted suppliers list may bid.
• Foreign suppliers must complete the Annexure A questionnaire and may need a South African tax compliance confirmation.
• Compliance with the Preferential Procurement Regulations 2022 and the General Conditions of Contract (GCC) is required.
