– Signed SBD 4 disclosure.
– Signed SBD 6.1 if claiming preference points.
– Proof of registration on the Central Supplier Database (CSD) – CSD number.
– Valid SARS Tax Compliance Status (PIN/TCS) certificate or CSD number if no PIN.
– Valid B‑BBEE certificate or sworn affidavit for any points claimed.
– APSO registration proof for the category applied for.
– Audited financial statements (may be requested before award).
– Any required subcontractor agreements or teaming agreements (for JVs/consortia).
Evaluation Criteria

2. Mandatory Requirements – category selection and proof of mandatory items (experience, fee structure, APSO registration). Failure to meet mandatory items leads to disqualification.
3. Functional Evaluation – scoring against weighted criteria:
– Reference letters (30 points)
– Proposed recruitment approach (35 points)
– Sample reports (35 points)
– Total possible 100 points; a minimum score of 70 points is required to be placed on the panel.
Technical Specifications
