• Parcel C – Pricing & Specific Goals (Phase 4).

Bidding Structure – NOTE TO BIDDERS: Submissions must clearly indicate the bidding structure by marking the relevant section with an “X”. Include:

A. Bidding Structure Type – Individual Bidder, Joint Venture (JV), Consortium, With Sub‑Contractors, Other (specify).

The bid will be assessed in four stages:

1. Administrative Requirements – proof of valid SARS Tax Compliance Status (PIN valid for 60 days), registration on the Central Supplier Database (CSD), and submission of all required SBD forms.

2. Mandatory Requirements – current accreditation (HPCSA, SETA, QCTO or equivalent) and professional registration of the lead facilitator/psychologist; at least two valid reference letters for similar CISM or trauma‑counselling projects (official letterhead, signed, dated, with contact details).

3. Functionality Evaluation – scoring of:

• Company experience (reference letters): 40 pts for ≥2 letters, 20 pts for 1 letter, 0 pts otherwise (minimum threshold 70 pts across functionality criteria).
• Methodology & Work Plan: up to 30 pts for inclusion of CISM methodology, training plan, project phases/milestones, peer‑debriefing framework, risk‑management plan, monitoring/evaluation mechanisms.
• Proposed Team Experience: up to 30 pts for a CV meeting all four criteria (3‑5 yr CISM/trauma experience, high‑risk environment experience, NQF Level 9 psychology qualification, training facilitation experience).

4. Price & Preference Points – 80 % of total score based on price (lowest acceptable price receives full 80 pts, others calculated by formula), 20 % based on specific B‑BBEE goals (51 % Black ownership – 10 pts; 30 % Black‑woman ownership – 10 pts). Minimum overall threshold of 70 pts must be met to proceed to price evaluation.

Scope of Work:

1. Annual CISM Training – three in‑person sessions over three years, approx. 50 participants per year (total ≈150). Training must be practical, aviation‑aligned and certificates issued on completion.

2. One‑off Human Factors (HF) Training – two‑day session for fewer than 5 participants. Provider must develop editable training material and presentations for ATNS HF specialists.

3. Deliverables – training sessions, participant certificates, training manuals, access to a qualified psychologist during critical incidents, and delivery at an ATNS‑secured venue in Johannesburg.

4. Methodology – must include a written CISM methodology, detailed training plan (≈50 participants per year), project phases/milestones, peer‑debriefing framework, risk‑management plan (trauma/confidentiality), and monitoring/evaluation/reporting mechanisms.

5. Accreditation – current accreditation (HPCSA, SETA, QCTO or equivalent) and professional registration of lead facilitator are mandatory.

6. Compliance – provider must be registered on the CSD and meet B‑BBEE requirements.

The methodology submission must include:

1. A written CISM methodology aligned to the aviation environment.

2. A detailed training plan covering approximately 50 participants per year over three years.

3. Project phases, milestones and deliverables for each required element.

4. A peer‑debriefing framework and support model.

5. A risk‑management plan addressing trauma and confidentiality.

6. Monitoring, evaluation and reporting mechanisms.

Each element must be clearly headed; generic or boiler‑plate content will not be scored.

For each key personnel, submit a detailed CV demonstrating:

• 3‑5 years experience in CISM, trauma counselling or psychological support.
• Experience in high‑risk environments (aviation preferred).
• Relevant qualification (NQF Level 9 master’s degree or higher in psychology).
• Proven training facilitation experience.

CVs must list project names, roles, duration and responsibilities. One CV meeting all four criteria scores 30 pts; any deficiency results in 0 pts. Minimum threshold of 70 pts across company experience, methodology and team experience must be met.

• Mandatory accreditation must be current and issued by a recognised body (e.g., HPCSA, SETA, QCTO or an equivalent international accreditation).
• The lead facilitator/psychologist must hold a current HPCSA registration in good standing.
• Proof of accreditation and professional registration must be submitted with the bid; failure results in automatic disqualification.
• All documentation submitted will be treated as confidential and used solely for evaluation.

All pricing must be completed in SBD 3.3 (Professional Services) and include:

• Annual CISM training per participant (facilitation, materials, trainer fees, administration).
• One‑off HF training (facilitation and materials for up to 5 participants).
• Summary of total contract cost for three years (subtotal, VAT @ 15 % and grand total inclusive of VAT).

All amounts are inclusive of taxes. Omitted fee or cost elements will render the bid non‑responsive.

• All costs must be captured in the SBD 3.3 Pricing Schedule (Professional Services) and submitted with the bid.
• Prices are to be quoted inclusive of VAT (15 %).
• The schedule must include:
• Annual CISM training per participant (facilitation, materials, trainer fees, administration).
• One‑off HF training (facilitation and materials for up to 5 participants).
• Summary of total contract cost for three years (subtotal, VAT, grand total inclusive of VAT).
• Any omitted fee or cost element will render the bid non‑responsive.
• The bidder must remain financially viable for the three‑year term and provide any guarantees required in the contract (e.g., performance bond, professional indemnity insurance).

1. Tax compliance – valid SARS Tax Compliance Status (PIN) valid for 60 days; proof of TCS or CSD number if no PIN.

2. Central Supplier Database – mandatory registration on the National Treasury CSD; submit proof of registration or application.

3. Accreditation & Professional Registration – current accreditation (HPCSA, SETA, QCTO or equivalent) and lead facilitator must be registered with the HPCSA.

4. B‑BBEE – provide a valid B‑BBEE certificate or sworn affidavit (for EMEs/QSEs) and supporting documentation (CSD report, CIPC documents, shareholder certificates, ID copies) to claim preference points for 51 % Black ownership and 30 % Black‑woman ownership.

5. Statutory compliance – adhere to Preferential Procurement Regulations 2022, PFMA SCM instructions and any special conditions in the RFQ.

6. State‑official disclosure – disclose any directors, shareholders or partners employed by the state; non‑disclosure leads to disqualification.

7. General conditions – acceptance of the General Conditions of Contract, confidentiality, intellectual‑property provisions and requirement for professional indemnity insurance.

8. Additional requirements – ATNS may request further information during evaluation; responses must be provided within 7 working days.

Preference points are awarded for specific B‑BBEE goals:

• 51 % Black ownership – 10 pts. Evidence: CSD report, CIPC documents, shareholder certificates, ID copies, valid B‑BBEE certificate or sworn affidavit.
• 30 % Black‑woman ownership – 10 pts. Same evidence required.

Bidders must complete SBD 6.1 to claim points and provide the supporting documentation. Failure to submit proof means no preference points will be awarded.

• ATNS adheres to the highest safety standards; all training activities must be conducted in a safe environment.
• The provider must develop a risk‑management plan covering trauma confidentiality and participant safety.
• Any incident that may affect delivery must be reported in writing to ATNS immediately.
• The supplier must hold appropriate occupational health and safety certifications and insurance.

• The service provider shall conduct activities in line with ATNS’s commitment to economic, social and environmental sustainability.
• Training venues and materials should minimise environmental impact where possible.

• ATNS accepts no liability for the accuracy of the RFQ content; bidders rely on their own judgment.
• The successful supplier will sign a standard contract containing:
• Retention clause for non‑satisfactory completion.
• Confidentiality and intellectual‑property provisions.
• Requirement for professional indemnity insurance.
• ATNS may vary the scope or terms in writing; any variation will be communicated promptly.
• All designs and documentation submitted by the supplier are confidential.
• ATNS reserves the right to reject, withdraw or cancel the procurement at any stage before contract award.
• The procurement process may be postponed or cancelled at ATNS’s sole discretion.
• Negotiations may be undertaken with one or more bidders but do not constitute an award.
• ATNS is not obliged to accept the lowest price.
• A contract is only concluded when a written agreement and, if applicable, a Service Level Agreement are signed by authorized representatives of both parties.
• ATNS may enter a single contract for all services or multiple contracts for different functions.
• Reasons for rejection include proven fraud, corruption, breach of SCM rules, or poor past performance.
