1. Attendance at the compulsory virtual briefing (proof: attendance register). Failure to attend = disqualification.
2. Key resources certification – lead enterprise architect must hold a TOGAF, Zachman, FEAF or GWEA certification; project manager must hold PMP, PRINCE2 or equivalent. Copies of all certifications must be submitted.
Stage 2 – Functional (Technical) Evaluation (max 100 points, threshold 80 points):
Total functional score ≥80 pts required to proceed to Stage 3.
Stage 3 – Price and Specific Goals (80 pts for price, 20 pts for preference):

Deliverables – inception report, as‑is assessment report, target architecture blueprint, implementation roadmap, governance framework, policies/standards, training evidence, EA tool configuration, final close‑out report.
Capacity – provider must demonstrate prior EA development/implementation experience and possess certified lead architect and project manager.
