• Submit one hard‑copy sealed envelope and one USB envelope, each clearly marked with the RFB reference number (MICT/SETA/AED/15/2025) and addressed to MICT SETA Head Office, Reception, 19 Richards Drive, Gallagher Convention Centre, West Wing, Level 3, Midrand.
• Bids must be received no later than 11:00 am on 25 February 2026 (South African time). Late bids will be rejected.
• All required returnable documents (CSD registration proof, CIPC registration, Tax Clearance Certificate, eligibility Form A, declaration of interest, preferential procurement claim form, joint‑venture/consortium agreements if applicable, director ID copies, shareholding certificate, financial statements 2023/2024, pricing/financial proposal) must be completed, signed and included.
• Bidders must attend the compulsory virtual briefing on 17 February 2026 (Microsoft Teams, Meeting ID 375 576 984 138 77, Passcode n8pK93mJ). Non‑attendance results in automatic disqualification.
• All enquiries must be submitted in writing to [email protected] no later than five (5) days before the closing date. The bid reference number must be quoted in all correspondence.
• Bids must be submitted in English and on the official forms provided; re‑typing is not permitted.
• Bids are valid for 120 days from the closing date.
• Failure to comply with any of the above (e.g., missing forms, late submission, non‑attendance at briefing) will lead to disqualification.

Stage 1 – Mandatory Criteria (must be met before any technical scoring):

1. Attendance at the compulsory virtual briefing (proof: attendance register). Failure to attend = disqualification.

2. Key resources certification – lead enterprise architect must hold a TOGAF, Zachman, FEAF or GWEA certification; project manager must hold PMP, PRINCE2 or equivalent. Copies of all certifications must be submitted.

Stage 2 – Functional (Technical) Evaluation (max 100 points, threshold 80 points):

• Solution proposal (30 pts) – must address all eight required deliverables (as‑is assessment, future‑state architecture, gap analysis, implementation roadmap, governance model, policies/standards/templates, knowledge transfer, EA tool/repository). Full compliance = 30 pts; any omission = 0 pts.
• Experience (10 pts) – signed reference letters from RSA clients showing ≥5 years EA experience. 5+ letters = 10 pts, 4 = 8 pts, 3 = 6 pts, 2 = 4 pts, 1 = 2 pts.
• Implementation plan (24 pts) – detailed plan covering the eight required elements. All eight = 24 pts; each missing element reduces points by 3.
• Project manager CV (10 pts) – ≥5 years managing EA projects = 10 pts; 2‑4 years = 5 pts; <2 years = 0.
• Lead enterprise architect CV (10 pts) – same scoring as project manager.
• Training plan (16 pts) – must cover all six training elements (workshops, mentoring, co‑development, materials, repository, post‑training assessment). Full coverage = 16 pts; each missing element reduces by 4.

Total functional score ≥80 pts required to proceed to Stage 3.

Stage 3 – Price and Specific Goals (80 pts for price, 20 pts for preference):

• Price – lowest compliant price receives up to 80 pts.
• Specific goals – 10 pts for historically disadvantaged ownership, 5 pts for women ownership, 5 pts for youth ownership. Proof required (ID copies, CIPC documents). No ownership = 0 pts.

Scope – develop and implement a fit‑for‑purpose Enterprise Architecture (EA) for MICT SETA over 12 months, covering:

• Business, Data, Application and Technology architecture domains.
• Current‑state (as‑is) assessment of processes, systems, data flows and governance.
• Future‑state (to‑be) architecture aligned with MICT SETA strategy and national frameworks (GWEA, TOGAF, Zachman, FEAF).
• Gap analysis, implementation roadmap (phased, with timelines, costs and risks), quick‑wins and long‑term initiatives.
• EA governance framework, roles, policies and operating model.
• EA policies, standards, templates aligned to POPIA, Cybersecurity Framework and other relevant legislation.
• Knowledge transfer: workshops, training materials, manuals, mentoring and post‑training assessment.
• EA tool/repository selection, configuration and population.

Deliverables – inception report, as‑is assessment report, target architecture blueprint, implementation roadmap, governance framework, policies/standards, training evidence, EA tool configuration, final close‑out report.

Capacity – provider must demonstrate prior EA development/implementation experience and possess certified lead architect and project manager.

• Central Supplier Database (CSD) registration – proof of full registration required.
• Valid Tax Clearance Certificate or SARS Tax Compliance Status (TCS) PIN for the bidder and, where applicable, each JV/consortium member.
• CIPC registration documents and, if applicable, shareholding certificate (directors’ ID copies not older than 6 months).
• B‑BEE – minimum level 3 preferred; specific preference points awarded for historically disadvantaged, women‑owned or youth‑owned enterprises (see evaluation criteria).
• All documentation must be in English.
• No bidders listed on the Register of Tender Defaulters or List of Restricted Suppliers may participate.
