The tender refers to the General Conditions of Contract (GCC) and any Special Conditions of Contract (SCC) which will govern evaluation. Preference points are allocated under the 80/20 system: 80 points for price and 20 points for specific goals (e.g., historically disadvantaged ownership, female ownership, disability, youth, locality). Scope: Development of an Environmental Management Framework and Activity Exclusion Standard for the Lejweleputswa District Municipality over 24 months.

Deliverables: Framework document, standard specifications, associated reports, and any ancillary services (e.g., training, capacity building) as may be detailed in the terms of reference.

Standards: Must comply with all standards and specifications set out in the tender documents and any applicable SCC.

Service levels: Supplier must provide performance security within 30 days of contract award, maintain insurance, and meet all inspection, testing and warranty requirements as per GCC clauses.

Additional: Must adhere to NIP obligations if imported content exceeds thresholds; submit bi‑annual progress reports to the Department of Trade and Industry.

Pricing must be submitted on the official SBD forms; prices are fixed and cannot vary except as authorized in SCC or for bid validity extensions.
