• Submit the bid by hand‑delivery to CETA Head Office, 52 14th Road, Noordwyk, Midrand 1687, before 11:00 am on 25 February 2026 (closing time is the clock displayed at reception).
• If using a courier, the courier must write the bidder’s name on the tender register at reception; bids not registered will be disqualified.
• All required SBD forms must be completed and signed (SBD 1, 4, 6.1, 7.2) and included in the submission.
• Attach the following compulsory documents (failure to do so = immediate disqualification):

– Proof of registration on the National Treasury Central Supplier Database (CSD) and CSD PIN.

– Valid IATA licence/certificate (or proof of agreement with a third‑party holder).

– Certified copies of B‑BBEE verification certificate or sworn affidavit (per bidder size).

– Original cancelled cheque or stamped bank letter (Schedule 3).

– B‑BBEE certificate/JV agreement and CSD reports for joint ventures.

– Proof of tax compliance (SARS TCS PIN or printed TCS certificate).

– Reference letters from at least three recent clients (as per Schedule 1).

– Proof of ASATA membership (if applicable).

• Ensure the tender register is signed at reception; unsigned bids will be rejected.
• Late bids, incomplete pricing schedule, or missing compulsory documents will be disqualified.

• Compulsory Requirements (Disqualification) – All mandatory documents listed above must be submitted; otherwise the bid is rejected.
• Functionality Evaluation (100 pts, min 70 pts) – Assesses skills, experience and capacity to deliver the scope. Scoring includes:
• Detailed transition plan (10 pts)
• Reference letters (up to 10 pts)
• ASATA membership proof (10 pts)
• Reservations/process description (up to 30 pts across reservations, group bookings, airline bookings, after‑hours support, communication).
• Scores below 70 pts result in disqualification.
• Price Evaluation (80 pts) – Based on the submitted pricing model (transactional fee or management fee). Rates must be VAT‑inclusive, valid for 12 months, and submitted on the Annexure A3 schedule. Incomplete pricing schedule = disqualification.
• Preference Points (20 pts) – Awarded for B‑BBEE level (Level 1 = 10 pts, Level 2 = 8 pts, … Level 7‑8 = 1 pt) and gender/youth transformation targets (e.g., 100‑51 % women ownership = 5 pts). Non‑compliant B‑BBEE = 0 pts.
• Final score = Functionality + Price + Preference (max 200 pts).

Scope: Provide full travel management services for CETA for 36 months covering local and international travel for employees, contractors, consultants and clients.

Deliverables include:

• Travel request handling, quotations, e‑tickets, vouchers and itineraries.
• Cost‑effective routing with minimum three price comparisons per request.
• Management of air, accommodation, car‑rental, shuttle and charter services in line with CETA Travel Policy and National Treasury cost‑containment limits.
• After‑hours and emergency support (Mon‑Fri 17:00‑08:00 and 24 h on weekends/public holidays) with a dedicated call‑centre.
• Profile updates, supplier performance monitoring, complaint handling and SLA reporting.
• Monthly/quarterly management information reports (travel, finance, SLA metrics) in Excel format.
• Implementation of an online booking tool (optional) and electronic voucher retrieval.
• Value‑added services: destination info, visa assistance, SMS confirmations, travel risk management, VIP support.
• Transition plan to ensure no service interruption and hand‑over from incumbent provider.
• Required staff: senior consultants, travel managers, admin back‑office, strategic account manager.

Pricing Model: Submit either a transactional‑fee schedule or a management‑fee model (Annexure A3). Fees must be fixed per service, VAT‑inclusive, and valid for 12 months.

• Indicate split between traditional and online bookings.
• Provide bank details (original cancelled cheque or stamped letter – Schedule 3).
• Offer a 30‑day bill‑back account facility for CETA invoicing.
• Pre‑payment handling for small B&B or guest‑house bookings.
• Consolidate supplier invoices and submit monthly/quarterly reports with supporting purchase orders.
• All invoices must be accurate, timely and submitted in electronic format (Excel).

• Register on the National Treasury Central Supplier Database (CSD) and provide CSD PIN.
• Provide proof of tax compliance: SARS TCS PIN or printed TCS certificate (each JV member must submit separately).
• Submit certified copy of IATA licence/certificate (or agreement with third‑party holder).
• B‑BBEE verification: level certificate or sworn affidavit (EME/QSE thresholds apply). Preference points awarded per level.
