Phase 2 – Functional Evaluation: two functional sections (A – Competition Assessment, B – Spectrum Licensing) each with a cut‑off score of 70 points. Scores are allocated per detailed tables; failure to reach 70 points in either section results in disqualification. Phase 3 – Price and Specific Goals: only bidders passing Phase 2 are evaluated on price (80 % of total score) and specific goals (20 %); preference points are applied according to the Preferential Procurement Regulations 2022.

Source: Terms of Reference Annexure A.pdfScope of work includes: 1. Conduct a competition assessment of direct spectrum holdings and indirect access; 2. Develop rules for the market‑based assignment approach; 3. Implement the chosen assignment approach; 4. Determine value of each spectrum band and package them into lots; 5. Transfer knowledge on spectrum valuation to at least 16 ICASA employees (minimum 5 days virtual training); 6. Provide auction tool, training for ICASA staff and bidders, run mock auction and execute the auction/beauty‑contest; 7. Assist with qualification stage, frequency assignment, licence issuance and final reporting. Deliverables are detailed reports, explanatory notes, guidelines, auction tool specifications and training materials. Project duration is approx. 36 months with a yearly holiday break (15 Dec–15 Jan).
