Stage 1 – Administrative Responsiveness (pre‑qualifier):

• Completion of all required returnable documents and annexes within 48 hours of receipt.
• Attendance at the compulsory briefing (register required).
• Proof of registration on the Central Supplier Database (CSD) and tax‑compliance status (PIN/TCS) submitted within 48 hours.
• Failure on any of the above results in immediate disqualification.

Stage 2 – Functional Evaluation:

• Technical score out of 100 points based on experience, qualifications, references, and understanding of the scope (as detailed in the scoring table).
• Minimum threshold = 80 points to progress.

Stage 3 – Presentation Evaluation:

• Interactive presentation assessed on understanding of the DBSA DLAB programme and applicability of the SROI model.
• Scoring 0‑100 with a minimum of 80 points required to move to the price stage.

Stage 4 – Price Evaluation:

• Bids that meet the 80‑point threshold in stages 2 and 3 are ranked on the lowest overall price in accordance with PPPFA regulations.
• The lowest compliant price is preferred, subject to DBSA’s right to cancel or negotiate.

Scope of work: Assess the social value created by DBSA DLAB sites by applying the DBSA DLAB Social Return on Investment (SROI) framework to three (3) DLAB sites. Deliver a comprehensive SROI report that quantifies and monetises the social impact, aligns with the DBSA’s strategic goals, and complies with the Service Level Agreement (SLA) outlined in the RFP. All specifications, terms of reference and project brief are set out in Part E of the tender document.

• Price proposal to be submitted in Annexure A using the prescribed format.
• No specific bond, guarantee or payment‑term details are stated; bidders should follow standard DBSA contractual terms.
• Contract duration is 120 days from award (as noted under “Period for which bids are required to remain open”).
