• All bids must be sent by e‑mail only to [email protected] (cc [email protected]). Hand‑delivery submissions are not accepted.
• Submit the required Standard Bidding Documents (SBD1 – Invitation to Bid, SBD4 – Bidder’s Disclosure, SBD6.1 – Preference Points Claim Form) together with a quotation on the company letterhead that follows the ATNS pricing schedule.
• Complete the pricing schedule (SBD3.1) in full – every line item, unit price, VAT and total must be filled in; incomplete schedules will be deemed non‑responsive.
• Include all administrative returnables: valid Tax PIN status, BBBEE certificate or sworn affidavit, CIPC registration, latest Central Supplier Database (CSD) full report, and proof of registration on the CSD (or proof of application).
• Proposals must remain valid for 60 days from the closing date.
• Late submissions (after 18 February 2026 11:00 CAT) will be rejected.
• Any non‑compliance with the above administrative requirements may lead to rejection or a request for supplementary information within 7 days.

• Evaluation is conducted in three stages: 1) Administrative Requirements, 2) Mandatory Requirements, 3) Price and Specific Goals.
• Stage 1 checks tax pin, BBBEE, CIPC, CSD report and completion of all SBD forms.
• Stage 2 requires mandatory evidence: two (2) reference letters for Microsoft 365 training (issued within the last 7 years), CVs of at least two (2) trainers (minimum 3 years relevant experience), and a valid Microsoft certification from an accredited provider. Failure to provide any of these results in automatic disqualification.
• Stage 3 uses an 80/20 point system: 80 points awarded for the quoted price (lowest price scores highest), 20 points for preference goals.

– Preference points are allocated as 10 points for ≥51 % Black ownership and 10 points for ≥30 % Black‑woman ownership (PPPFA criteria).

• Bids must submit proof to substantiate any claimed preference points (CSD report, shareholder certificates, ID copies, etc.).

Scope: Provide classroom‑style training for the ATNS Capacity Planning Team on the following Microsoft 365 applications – Word, Excel, PowerPoint, SharePoint, Teams, Outlook, Forms.

• Number of participants: 20 trainees.
• Trainer responsibilities: bring own laptops with the latest Microsoft 365 suite installed; ensure stable internet (mobile hotspot backup).
• Deliverables: training manuals or digital guides, practical exercises/case studies, post‑training assessments or quizzes, certificates of completion for each trainee.
• Equipment: trainer‑provided laptops only; ATNS will provide the training venue at Eastgate Office Park, Block C, Bruma, Gauteng (2198).
• Duration: three (3) days per session across three separate date blocks (see Important Dates).

• All costs must be captured in the ATNS pricing schedule (SBD 3.1) – unit price, VAT (15 %) and grand total inclusive of all taxes.
• Pricing must be submitted in South African Rand (R) and be fully completed; missing line items render the bid non‑responsive.
• No specific performance bond, guarantee or advance payment requirement is mentioned.
• Payment terms are not detailed in the RFQ; bidders should be prepared to negotiate standard ATNS contract terms once awarded.

• Central Supplier Database (CSD): registration required before bid submission; provide proof of registration or application.
