1. Administrative Compliance – verification that all compulsory documents (Sections A‑O) are complete and correctly signed. Non‑compliance results in disqualification.
2. Functionality – bidders must achieve a minimum qualifying score of 60% on functional assessment to proceed.
3. Preferential Points – 80/20 point system applies (80 points for price, 20 points for specific goals such as African ownership, Youth ownership, and KwaZulu‑Natal geographical location). Proof of each specific goal must be attached; failure to provide proof means no points awarded.
4. Price Evaluation & Negotiation – firm prices (no exchange‑rate variations) are scored; the department may negotiate the price with the recommended bidder.
Scoring: total 100 points (price 80, specific goals 20).
