• Submit all required returnable schedules and compulsory documents listed in Section B (e.g., Invitation to Bid (SBD1), Terms and Conditions, Pricing Schedules, Quotation Offer, Bidder’s Disclosure, Preference Points Claim Form, etc.).
• All documents must be completed on the official forms provided – no re‑typing or redrafting.
• Place the complete bid in a single sealed envelope clearly marked with the bidder’s name, address, bid number (Q 60 EDTEA 25/26) and closing date.
• Deliver the envelope to the bid box at Ground Floor, 270 Jabu Ndlovu Street, Pietermaritzburg – no other location will be accepted.
• Bids must be received no later than 15:00 on 18 February 2026. Late submissions will be rejected.
• Upon delivery, sign the official submission register at reception; the same applies to courier deliveries.
• Post, fax or electronic submissions are not accepted.
• Do not include samples in the bid package.
• All pages must be initialed; correcting fluid or erasable pen is prohibited.
• Bids will be opened in public shortly after the closing time.

Four evaluation stages:

1. Administrative Compliance – verification that all compulsory documents (Sections A‑O) are complete and correctly signed. Non‑compliance results in disqualification.

2. Functionality – bidders must achieve a minimum qualifying score of 60% on functional assessment to proceed.

3. Preferential Points – 80/20 point system applies (80 points for price, 20 points for specific goals such as African ownership, Youth ownership, and KwaZulu‑Natal geographical location). Proof of each specific goal must be attached; failure to provide proof means no points awarded.

4. Price Evaluation & Negotiation – firm prices (no exchange‑rate variations) are scored; the department may negotiate the price with the recommended bidder.

Scoring: total 100 points (price 80, specific goals 20).

Scope: Implement the Access to Markets Mentorship Support Programme for cooperatives operating in various districts for a period of two (2) months.

Deliverables include:

• Development and delivery of mentorship activities as per the Terms of Reference (Annexure A).
• Provision of qualified personnel with hourly/daily rates (to be listed in the professional services pricing schedule).
• Completion of all project phases with associated man‑days and costs.
• Travel expense documentation (rate per km, air travel class, etc.) – actual costs only, supported by receipts.
• Firm delivery schedule and confirmation that all delivery costs are included in the price.
• Submission of a pricing schedule (SBD 3.1 for goods, SBD 3.3 for professional services) with firm unit prices, VAT (15 %) and total price. Prices must remain valid for 60 days from the closing date.

• Prices must be firm (no exchange‑rate variations) and inclusive of all applicable taxes (VAT 15 % and other statutory taxes).
• Submit the Pricing Schedule (SBD 3.1 / SBD 3.3) with unit prices, total price and VAT breakdown.
• Offer must be valid for 60 days after the closing date.
• All delivery costs must be incorporated in the quoted price.
• No specific bid bond or guarantee is mentioned in the document.
• Use the prescribed pricing formats; do not alter or re‑type the forms.

• Tax compliance – provide SARS Tax Compliance Status (TCS) PIN or printed TCS certificate. If no TCS PIN, provide Central Suppliers Database (CSD) number.
• CSD registration – must be registered on the Central Suppliers Database before the closing time; otherwise the bid will be disqualified.
• State employee restriction – bidders (or any directors/shareholders) employed by the state, or close corporations with state employees, are disqualified.
• Preference points – submit completed Ownership Demographic Schedule and CIPC certificate to claim specific‑goal points (African, Youth, KwaZulu‑Natal location).
