• Submit quotation electronically to [email protected] (Supply Chain Management Unit) – reference the RFQ number and attention: Esona Zandile.
• Deadline: 10 February 2026 at 17:00 hrs. Late submissions will be rejected.
• Required returnable documents: completed SBD 1 (Part A), SBD 4 (Bidder’s Disclosure), and SBD 6.1 (Preference Points Claim Form). Include proof of CSD registration, valid Tax Clearance Certificate and B‑BBEE certificate.
• All documents must be in PDF, not exceeding 10 MB.
• Prices must be valid for at least 90 days from the closing date.
• Failure to provide any of the required forms or certificates will result in disqualification.

• Pre‑qualification functional score: minimum 75 points required to proceed to price evaluation.
• Functional/technical evaluation (total 80 points):
• Company Profile – 10 points
• Delivery Mechanism (copy‑writing, media relations, crisis communication, electronic media management) – 40 points (10 points each)
• Capacity to Deliver (personnel experience) – 15 points
• References – 15 points (5‑15 points based on number of valid letters)
• Presentation – 20 points (case study, strategy, execution, success factors)
• Minimum overall functional score of 70 % (56 points) required to be considered for price evaluation.
• Price evaluation: 80 points (80/20 preference system).
• Specific goals (preference points) – 20 points allocated as:
• Black ownership – up to 10 points (100 % = 10 pts, 51‑99.99 % = 4 pts)
• Black women ownership (30 %) – 4 points
• Youth ownership – 3 points
• Disability ownership (30 %) – 3 points
• Total possible score: 100 points.

Scope of work includes:

• Develop overall communications and marketing strategy (reputation management, stakeholder engagement, PR, media relations).
• Position NAC within the arts and culture ecosystem and as a trusted donor partner.
• Enhance NAC’s public image and awareness.
• Provide creative and production support for media and promotional campaigns.
• Support all NAC publications (annual report, performance plan, newsletters) – writing, proofreading, editing.
• Website content review and management.
• Assist with special PR projects.

Deliverables are to be provided on an as‑and‑when basis over a 12‑month period, with a Service Level Agreement to be signed.

• Submit a pricing schedule on company letterhead covering all listed items (PR strategy, senior/junior specialists, accounts manager, design director, writer/editor, corporate communication, stakeholder relations, press releases, crisis communication, advertorials, editorials) – cost per unit, exclusive of VAT.
• VAT at 15 % to be applied; total amount inclusive of VAT must be shown.
• Prices must be inclusive of all costs and valid for at least 90 days.
• Failure to complete the pricing schedule as prescribed may lead to disqualification.
• No bond or guarantee is mentioned; payment terms are not specified in the document.

• Proof of registration on the Central Supplier Database (CSD).
• Valid Tax Clearance Certificate (TCS) – include PIN or printed TCS certificate.
• Valid B‑BBEE certificate (level and verification affidavit) to claim preference points.
• No bidders from persons in the service of the state or with state‑employee directors.
