Bid submission address (Bid Box):

• Submit the bid in a sealed envelope clearly marked with the bidder’s name, address, bid number and closing date. Failure to do so will disqualify the proposal.
• Use only the official SBD forms (SBD1, SBD4, etc.) provided – do NOT re‑type the forms.
• All forms must be completed in detail, signed in original with black ink and returned with the bid.
• Include the original signed SBD1 form and attach your Central Supplier Database (CSD) registration number on it.
• If you are a sole agent/supplier, indicate either your market price after discount to other clients or your percentage net profit before tax.
• Bids must be delivered to the Bid Box at 6th Floor, 17 Van Rensburg Street, Block E, Bateleur Building, Nelspruit (open 24 hours daily). Late bids will not be accepted.
• Bid validity period is 90 days from the closing date.
• Any deviation from the required forms, envelope labeling or delivery address may result in disqualification.

• Preference point system: 80/20 (80 points for price, 20 points for specific goals).
• Price points are calculated using the formula Ps = 80 × (1 – (Pt / Pmin)) where Pt is the tender price and Pmin is the lowest acceptable price.
• Specific goal points (maximum 20) are awarded for:

– Historically Disadvantaged Individual (HDI) ownership (up to 8 points)

– Female ownership (up to 5 points)

– Disability (up to 2 points)

– Youth (≤ 35 years) (up to 2 points)

– Locality within Mpumalanga (up to 3 points)

• Claimants must submit supporting documentation for each specific‑goal claim (ID, registration documents, disability certificate, etc.).
• Failure to submit proof for specific goals will result in those points not being awarded.
• The lowest (or highest, depending on the preference system) acceptable tender will be used to determine the final price score.

Scope:

• Review the Land Use Schemes (LUS) of Dr JS Moroka, Thembisile Hani, Victor Khanye, Emalahleni and Emakhazeni municipalities.
• Ensure compliance with SPLUMA, the respective municipal By‑Laws and the Municipal Spatial Development Framework (SDF).

Deliverables:

1. Revised LUS documents for each municipality including updated scheme clauses, maps, zoning categories, overlay zones and development controls.

2. GIS‑compatible scheme files accessible through municipal GIS systems.

3. Monitoring and tracking tool for land‑use changes.

4. Draft amendment scheme map and schedule (Annexure).

Key requirements:

• Align LUS with economic growth, social inclusion, environmental management and heritage protection.
• Provide provisions for affordable housing, informal settlement upgrading, renewable energy, and other specific land‑use categories.
• Include processes for enforcement, transitional arrangements and public participation.
• Deliver a comprehensive project plan, data collection reports, draft LUS, consultation report and final adopted LUS for each municipality.

• Pricing must be presented on the official SBD forms; do NOT re‑type the forms.
• Provide either a market‑price after discount to other clients or the percentage net profit before tax to demonstrate price fairness.
• Bid validity is 90 days.
• No specific performance bond or guarantee is mentioned in the document.
• Payment terms will be governed by the Department’s standard contract conditions (GCC) once awarded.

• Register on the National Treasury Central Supplier Database (CSD) and provide the CSD number on SBD1.
• Submit a valid SARS Tax Compliance Status (TCS) PIN or printed TCS certificate with the bid (or CSD number if no TCS PIN).
• Provide proof of authority to sign (company resolution, board resolution, etc.) for the authorised signatory.
• Bidders listed on the Register of Tender Defaulters or Restricted Suppliers are automatically disqualified.
• No persons in the service of the State (or directors/close corporations with such persons) may participate.
• Tax compliance, CSD registration and proof of authority are mandatory; failure to provide any will render the bid non‑responsive.
