(3) Price/Preference scoring: 80 points for price (lowest acceptable bid = max points; others ranked proportionally), 20 points for B-BBEE (see table: Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0). (4) Tax compliance verification (7 working days to rectify non-compliance). (5) Award to highest combined scorer. Fair pricing tests may trigger negotiation with top bidder(s).

Supply promotional clothing for NRF People and Culture: (1) 15 units (11 women, 4 men) of Mens Long Sleeve Mawenzi Twill Shirt (Code: CW-UT-203-A). (2) 15 units (11 women, 4 men) of Mens Maxson Softshell Jacket - Blue (Code: ELE-7304-BU). (3) 16 units (12 women, 4 men) of Jacket Elevate ELE-11501 Montana Red. All items must include: embroidered NRF logo, 'People and Culture' on right chest, and 'The People-First Focus' on the back. Actual sizes to be submitted upon appointment. Samples required prior to branding. Contract period: until completion and sign-off. Delivery timelines: measured against agreed dates; penalties apply (1% of contract value per day late, capped at 10%).

Pricing in ZAR, inclusive of VAT (15%), all taxes, levies, and delivery costs to NRF-specified delivery point. Firm quantities required; estimated quantities may be ordered later (no guarantee). Contract ceiling price includes firm + estimated quantities. Price schedule fixed for contract duration (no ad-hoc changes). Written purchase orders will specify quantity, description, delivery date, and unit price. Payment only for verified deliveries. Price adjustments: shared risk per Special Conditions of Contract Clause 17.1. Separate pricing schedules required if delivery points affect costs. Preference points (SBD 6.1) added to pricing score.

Mandatory: (1) Fully completed Procurement Invitation (SBD 1) with SBD 4, SBD 6.1, and signed Bid Submission Certificate. (2) Registration on Central Supplier Database (CSD) with Master Registration Number. Tax compliance: Submit SARS TCS PIN or CSD number. For consortia/joint ventures, each party must submit separate TCS/CSD proof. Foreign bidders: Complete SBD1 tax questionnaire; SARS may issue Confirmation of Tax Obligations. B-BBEE: Submit valid certificate or sworn affidavit (EMEs/QSEs) to claim preference points (Level 1-8). No bids accepted from state employees or entities with state-employed directors/members. Fronting or collusion will disqualify bidder and may lead to 10-year public sector restriction.
