• Prices must be firm for 30 days, quoted in ZAR, VAT‑exclusive, all‑inclusive of delivery, and include labour for off‑loading.
• Failure to complete any compulsory document or to sign the quotation will result in automatic disqualification.

• RFQ validity: quotations must remain open for acceptance for 30 days from lodgement.
• Scoring follows an 80:20 point system (Preferential Procurement Regulations 2022):
• Price – up to 80 points (lower price receives higher points; formula provided in the tender).
• Specific goals – up to 20 points, awarded for:
• 51 % or more Black ownership (BBBEE) – points allocated as per PPF.
• 51 % or more Women ownership – points allocated as per PPF.
• Enterprise located within the City of Johannesburg Metropolitan Municipality – 10 points.
• Minimum local content threshold for the designated sector (Textile) is 100 % – calculated using SABS SATS 1286:2011 formula. Non‑compliance leads to disqualification.
• Any false declaration on MBD forms results in automatic disqualification.
• Preference points must be supported by the required documentation; otherwise the points are not awarded.

Scope: Supply and deliver branded gazebos, pull‑up banners, wall banners, parasol garden umbrellas, foldable plastic tables, fully‑wrapped A‑frames, rectangular tablecloths, shark‑fin double‑sided banners and foldable director’s chairs, all bearing COJ/Human Settlements branding.

Key requirements per item:

1. Gazebos – 3 m × 3 m, waterproof 100 % polyester canvas, ropes, pegs, mechanism and wheelie‑carry bag; supplied in two background colours (black + one colour to be specified).

2. Pull‑ups – 2 m × 1.2 m, non‑curl PVC, full‑colour logos, social‑media icons, website URL, mechanism and carry bag.

3. Wall banners – 3 m × 2.25 m, 100 % polyester fabric, collapsible aluminium frame, two design options (step‑and‑repeat logos or images with logos), mechanism and carry bag.

4. Parasol garden umbrellas – 10 units, two background colours (black + one colour to be specified), full‑colour logos, rubber water base, mechanism and wheelie‑carry bag.

5. Foldable plastic tables – 12 units, standard dimensions (details on supplier’s spec sheet).

6. A‑Frames – 2 m × 1 m, aluminium frame, full‑colour branding, lightweight, mechanism and carry bag.

7. Rectangular tablecloths – non‑stretch, 1 m, 10 units, 100 % poly‑poplin, thermal heat‑transfer print (1‑2 colours), washable.

8. Shark‑fin banners – double‑sided, 4 m × 2 m, 20 units, full‑colour print both sides, mechanism and carry bag.

9. Director’s chairs – foldable, 30 units, branding included.

All items must be delivered to the address indicated on the quotation and the supplier must provide labour for off‑loading.

• Pricing must be in South African Rand (ZAR), VAT‑exclusive; VAT‑registered suppliers will add VAT separately.
• Prices must be firm for 30 days; no price increases after the closing time.
• All prices must be all‑inclusive of delivery charges; delivery address as stated in the quotation.
• Provide a valid Tax Clearance Certificate or SARS One‑Time PIN with the quotation.
• Provide a B‑BBEE certificate or sworn affidavit.
• If pricing is based on foreign exchange, submit proof of forward exchange‑rate cover within 14 days of order placement.
• No price alterations allowed after submission; any correction must be crossed out in pen and initialed.
• Payment terms will be based on official purchase order issued after award; goods/services must not be delivered before receipt of purchase order.

• Register on both the Central Supplier Database (CSD) and the City of Johannesburg Supplier Database before quoting.
• Provide original certified copy of company registration.
• Submit valid Tax Clearance Certificate or SARS PIN.
• Submit B‑BBEE certificate or sworn affidavit (must meet the 100 % local content threshold for the Textile sector).
• Meet the designated sector local‑content requirement (Textile 100 %) using SABS SATS 1286:2011 calculation.
• Provide Declaration on State of Municipal Accounts (including municipal account statements for the company and directors, not older than 3 months).
• Complete all MBD forms (MBD 4, 6.2, 8, 9) and sign them.
• If applicable, provide CIDB registration (construction), SETA accreditation (training), or Health Certificate (catering).
• Comply with Occupational Health & Safety Act requirements as per Form I.
• Adhere to the Codes of Good Practice on BBBEE; non‑compliance leads to disqualification.
