• Submit the full proposal by email to [email protected] on or before 13 February 2026 at 11:00 (GMT+2).
• Use the RFQ number RFP‑HO‑08‑2025 in the email subject.
• All Standard Bidding Documents (SBD) must be completed, signed and attached; incomplete SBDs will render the bid non‑responsive.
• Mandatory annexes: A – Signed Tender Document and completed SBD forms; B – Mandatory documents (tax clearance, CSD report, etc.); C – Functionality response; D – Company profile; E – Pricing proposal.
• Include a detailed fee breakdown (inclusive of VAT) and indicate that the price is valid for 120 days.
• Late submissions will not be accepted.
• Failure to provide any of the required documents (e.g., reference letters, CV of project lead, methodology, work plan) will result in disqualification.

The bid will be assessed in three phases:

1. Pre‑qualification – submission of required documents (proposal, SBD report, valid Tax Clearance Certificate or SARS PIN, completed SBD forms, supporting documents for any claimed preference points). Non‑compliance = non‑responsive.
2. Functionality (minimum 70 points required) – scored on:

• Reference letters (up to 20 points, max 4 valid letters required).
• Project methodology & scope (up to 20 points).
• Work plan with Gantt chart/milestones (up to 20 points).
• Value‑added services (change management, templates/tools, training) (up to 20 points).
• Project team CV – experience of project lead (up to 20 points).

Bidders must achieve at least 70 points to proceed to price evaluation.

3. Price and Specific Goals – 80/20 point system:

• Price (maximum 80 points) calculated using the lowest acceptable bid as the benchmark.
• Specific goals (maximum 20 points) awarded for B‑BBEE ownership thresholds (51% black, women, youth, disability) with supporting documentation (Preference Point Claim Form SBD 6.1, CSD report or B‑BBEE certificate).

Scope: Provide project management services to restructure the SAHRC Monitoring, Research and Policy Development Programme.

Key deliverables:

a) Stakeholder consultations, desktop review and gap analysis of current structure.

b) Benchmark analysis against comparable national/international institutions.

c) New organogram and detailed restructuring proposal (staffing, skills mapping, workflow).

d) Facilitation of workshops/validation sessions with senior leadership.

e) Change‑management and implementation monitoring.

Project timeline: 6 months from contract start; specific milestones – commencement report & workplan (2 weeks), diagnostic report (Month 1), restructuring proposal & roadmap (Month 2), SOP draft (Month 4), capacity‑building report (Month 5), final report (Month 6).

Reporting line: Project Manager reports to CEO and COO of SAHRC.

Required expertise: minimum 10 years project/organisational development experience, public‑sector consultancy track record, knowledge of public service structures, facilitation and M&E tool development.

• Pricing must be submitted in a firm price schedule, inclusive of VAT; no non‑firm or exchange‑rate‑linked prices accepted.
• Provide a detailed fee breakdown as per the Pricing section.
• Price proposal must remain valid for 120 days.
• Payment will be made by electronic bank transfer within 30 days of receipt of a correct invoice.
• No upfront payments; SAHRC will not reimburse printing, data or material costs.
• All quoted amounts must be VAT‑inclusive.

• Valid Tax Clearance Certificate or SARS PIN (Tax Compliance Status) required.
• Central Supplier Database (CSD) number or report must be provided.
• All Standard Bidding Documents (SBD) fully completed and signed.
• Minimum B‑BBEE Level 1; specific‑goal points claimed for 51 % black, women, youth or disability ownership (supporting evidence required via Preference Point Claim Form SBD 6.1 and/or B‑BBEE certificate).
• No directors, shareholders or partners may be state employees; any such relationship must be disclosed.
• Company must be registered with CIPC and hold a valid VAT registration number.
• Compliance with Preferential Procurement Regulations 2022 and General Conditions of Contract (GCC).
