Services include: Engineering design (concept, feasibility, detailed design), infrastructure technical support (planning, BoQ, monitoring), and specialist engineering functions (structural, electrical, mechanical, etc.). Disciplines: 19 core areas including Architects, Project Managers, Green Building Consultants, Land Surveyors, Town Planners, Quantity Surveyors, Structural/Civil/Geo-Technical/Electrical/Mechanical/Fire Engineers, Construction Health & Safety Agents, Landscape Architects, Hydrology/Acoustic/Accessibility/Environmental/Heritage Consultants, Traffic Engineers. Each consultant must tender for one or more disciplines with in-house capability (no subcontracting allowed for panel appointments). Compliance required with: National Building Regulations, SANS 10400, and relevant professional body standards (SACAP, ECSA, SACPCMP, SACQSP, SACLAP, SACPLAN, SAGC, etc.). Financial Requirements

No price adjustments after submission. Pricing strategies: Percentage-based fee (discounted from published guideline fees for relevant Built Environment Councils), Time-based fee (agreed hourly rates, fixed for 12 months, adjustable thereafter via CPI), Expenses/disbursements (included in project fees). Pricing schedule must detail: Professional fees for a R50M construction cost (excl. VAT), general discount percentage. Project-specific fees calculated post-award as per guidelines minus discount. Payment terms: Full or per deliverable within 30 days of valid claim submission. Service fee: 2% of invoice value payable to PURCO SA within 30 days. Monthly sales reports and spend reports required. Failure to pay service fee may result in termination. Interest on overdue accounts: 2% per month. PURCO SA reserves right to offset outstanding amounts.
