No awards to persons in service of the state, their directors/principal shareholders, or municipal advisors/consultants. Bidders must submit all compulsory documents or face disqualification. The bidder must comply with the Preferential Procurement Policy Framework Act and the municipality's Supply Chain Management Policy.

• Proof the church has consistently accumulated funds of R100,000.00 over the past 24 months is compulsory.
• Proof the church has existed in Steve Tshwete Local Municipality for over 36 months is compulsory.
• Proof the church has a membership of not less than 300 for a period of 36 months is compulsory.
• Six months of bank statements for the church is compulsory.
• For Erf 151 and 617 Newtown:
• Copy of company documents (CK) for companies or close corporations is compulsory.
• Certified ID copy for individuals is compulsory.
• A CSD summary report is non-compulsory (no points awarded if not submitted).
• Copy of share certificate(s) and certified medical certificate (where necessary) are non-compulsory (no points awarded if not submitted).

• The municipality reserves the right to withdraw, re-advertise, reject any tender, or accept only part of a tender. It is not bound to accept the highest tender or the bidder with the highest points.

• Evaluation uses a preferential point system: 80 points for price, 20 points for Specific Goals, as per the Preferential Procurement Policy Framework Act and municipal policy.
