• Scope: Supply and installation (fitment) of compactor truck tyres for waste management heavy-duty vehicles in the Northern and Eastern regions of the City of Mbombela.
• The specific item required is: 315/80R22.5 (20PR) tyres, including valves, fitment, balancing, and wheel alignment. Quantity: 40.
• Proof of capacity to deliver is mandatory: attach proof of a fitment centre or a letter of support from a fitment centre. Failure to do so will render the bid non-responsive.
• Delivery is a once-off. All deliverables must be completed within 5 days after contract appointment and signing.
• Late delivery penalties: 5% of the total bid price per day or part thereof.

• Furnishing incomplete pricing information leads to immediate disqualification.

• Prices must be firm, in South African Rand (ZAR), and inclusive of all costs (supply, delivery, offloading, assembly), disbursements, and VAT.
• Only firm prices will be accepted. Prices subject to exchange rate variations are not allowed.
• Complete the pricing schedule fully, providing unit price excl. VAT and total price excl. VAT for the specified tyre item. Failure to furnish all required pricing information will lead to immediate disqualification.
• Bidders must ensure no municipal rates and taxes for the business or its directors are in arrears for more than three months. Submit current municipal statements or proof of residence/lease agreements as required.

• Tax Compliance: Submit a valid Tax Compliance Status (TCS) PIN or CSD number. Foreign suppliers must complete a pre-award questionnaire.
• B-BBEE: Submit a certified copy of a B-BBEE verification certificate or a sworn affidavit (for EMEs/QSEs) to qualify for preference points.
• Company Registration: Provide proof of company registration (CIPC certificate). Close Corporation certificates are only valid if issued up to 2010.
• Central Supplier Database (CSD): Submit a full CSD registration report (not a summary) not older than 30 days from the closing date.
• Municipal Compliance: Submit valid, current municipal rates and taxes statements for the business and all directors. Accounts in arrears for over 90 days will disqualify the bid.
• Certified Documents: All certified copies (IDs, qualifications, certificates) must be originally certified by a commissioner of oaths and not older than three months.
• Directors and state employees: No bids are accepted from persons in the service of the state. Declare any relationships with state employees involved in the evaluation.

• The successful bidder must sign a written contract form (MBD7).
• The contract is based on a once-off delivery. All deliverables must be completed within 5 days after contract appointment and signing.
• Late delivery penalties: 5% of the total bid price per day or part thereof. Extensions may be arranged by liaising with the project manager before the deadline.
• The period of validity for tenders is 120 days from the closing date.
• Neither party may cede or assign the contract without written permission from the Council.
• Fraudulent claims can lead to disqualification, contract cancellation, cost recovery, restriction from public sector business for up to 10 years, and criminal prosecution.

• Forging documents is prohibited. Abusers of the SCM system may be reported to SAPS and restricted from public sector business for up to 10 years under the Prevention and Combating of Corrupt Activities Act.
• Bids will be rejected if the bidder or any director is listed on the Register of Bid Defaulters or has abused the SCM system of any state institution.

A preferential point system applies in accordance with the Preferential Procurement Policy Framework Act and Regulations 2022: 80 points for price and 20 points for specific targeted goals as per the City's policy.
