• Compulsory returnable documents include:

• Certified copies of identity documents for all business directors.
• A full Central Supplier Database (CSD) registration report not older than 30 days from the closing date (summary reports are not accepted).
• Certified copy of a B-BBEE certificate or sworn affidavit for B-BBEE status.
• Current municipal rates and taxes statements for the business and all directors, or proof of residence from a tribal authority, or a lease agreement with the lessor's up-to-date municipal rates and taxes statement.
• Fraudulent activities or forged documents may be reported to SAPS and can lead to restriction from doing business with public institutions for up to 10 years.

Bidders must not be in service of the state; directors/shareholders must not be state employees. Municipal accounts (business and directors) must not be in arrears >90 days. Bidders must be registered on CSD with aligned physical addresses. Foreign suppliers must complete questionnaire (Part B:3). No forged documents; abuse of SCM system leads to restriction and reporting to SAPS. Joint ventures require formal agreement with lead partner holding ≥51% shares. Bidders listed on Register of Bid Defaulters are disqualified.

• Submit certified copies of qualifications and identity documents for all key personnel (if CVs are submitted).
• Certified copies must not be older than three months.
• Only originally certified copies are accepted; copies of certified copies are not allowed.

• Only firm prices are accepted; non-firm prices or prices subject to exchange rate variations will not be considered.
• Prices must be inclusive of all delivery costs to the prescribed destination.
• The pricing schedule must be completed in full, including item description, quantity, unit price excluding VAT, and total price excluding VAT.
• Failure to furnish the pricing schedule in full will lead to immediate disqualification.

• Prices must be firm and in South African Rand (ZAR).
• All prices must include disbursements, delivery, offloading, assembling, and VAT where applicable.
• Bidders must allow for all taxes and duties; no additional claims will be considered.
• The bid price must be inclusive of VAT.
• Municipal rates and taxes for the business and all directors must not be in arrears for more than three months.

• Municipal Rates and Taxes: Provide current statements for the business and all directors, showing no arrears for more than three months.
• Certified Documents: All certified copies must be not older than three months and certified by a commissioner of oaths.
• No bids will be accepted from persons in the service of the state.

• Submit a B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) to qualify for preference points.

• The successful bidder must sign a written contract form (MBD7).
• The period of validity for tenders is 30 days from the closing date.
• The municipality may cancel the contract if the successful bidder fails to execute the service, and the bidder may be liable for additional costs.
• Neither party may cede or assign the contract without written permission from the council.
• Fraudulent claims may lead to disqualification, contract cancellation, damages, restriction from public sector business for up to 10 years, and criminal prosecution.

• The bid is subject to the Preferential Procurement Policy Framework Act, Preferential Procurement Regulations 2022, General Conditions of Contract, and any special conditions.
