Evaluation uses an 80/20 preference point system: 80 points for price (lowest acceptable bid scores highest), 20 points for specific goals. Specific goals (max 20 points) include: 1) 5 points for 100% black-owned enterprise; 2) 5 points for ≥30% woman-owned; 3) 2.5 points for ≥30% youth-owned; 4) 2.5 points for ≥30% disability-owned; 5) 5 points for EMEs located in City of Mbombela (verified via CSD). Functionality/quality assessment may include track record, experience on similar projects, human resources, financial capacity, and relevant technology. Failure to submit required proof for specific goals means no points are claimed. The municipality reserves the right to cancel the tender at any stage.

The City of Mbombela hereby invite suitably qualified and experienced service providers
to submit the proposals for the filming productions of two Television projects to showcase
the talent of the City of Mbombela youth in filming and showcase small businesses the city
is supporting to fight the triple challenge.
The appointed service provider must render the following services:
o Pre-production of two TV projects
o Recruiting and auditioning of suitable actors and actresses
o Assembling of quality TV production equipment
o Onset production
o Editing

The production aims to showcase the talent, market the City and create much needed
employment for our youth in filming industry.
The City of Mbombela seeks to appoint a suitably qualified and experienced television
production company to conceptualise, produce, film and deliver two broadcast-quality

2. Definitions
