Submit bids as follows:

• Seal completed bid documents and all required supporting documents in an envelope marked: "BID NUMBER; FULL BID DESCRIPTION AND CLOSING DATE" with the bidder’s name.
• Deposit the envelope in the bid box at Mbombela Civic Centre, 1 Nel Street, Mbombela, before 11:00 on 6 August 2026.
• Bids submitted via telegram, fax, or email will not be accepted. Late bids will be disqualified.
• Fraudulent activities (e.g., forging documents) may result in criminal reporting and a 10-year restriction from public sector business (Prevention and Combating of Corrupt Activities Act, Sections 28 and 29).

• Tax Compliance Status.
• Certified B-BBEE Certificate or sworn affidavit.
• Municipal Rates and Taxes Statements (or tribal authority proof of residence).
• Lease agreement + lessor’s Municipal Rates and Taxes Statements (if applicable).
• CSD Registration Full Report (no Summary Reports).
• Company Registration Certificate.
• All documents must be sealed in a marked envelope with the bidder’s name and deposited in the bid box at Mbombela Civic Centre before the deadline.

Scope:

• Maintenance, servicing, and roadside assistance (breakdown) for the City of Mbombela’s light vehicles (LDVs, sedans, and all vehicles under 3 tons).
• Required for a 36-month period, as and when needed.
• Eligible bidders: Original Equipment Manufacturer (OEM) franchises or other capable service providers registered with the Retail Motor Industry Organisation (RMI) or equivalent.

Mandatory supporting documents to submit with the bid:

• Certified ID copies of business owners.
• Copy of Tax Compliance Status.
• Certified copy of B-BBEE Certificate OR sworn affidavit (to claim B-BBEE points).
• Current Municipal Rates and Taxes Statements from the relevant local authority OR proof of residence from a tribal authority.
• For leased premises: Lease agreement + lessor’s up-to-date Municipal Rates and Taxes Statements (for both the company and active directors, including JV/consortium members).
• CSD Registration Full Report (Summary Reports will not be accepted).
• Company Registration Certificate.

Fraudulent activities or forging of returnable documents may result in:

• Reporting to SAPS.
• Restriction from doing business with any public institution for up to 10 years (Prevention and Combating of Corrupt Activities Act, Sections 28 and 29).

Evaluation uses a preferential points system: 80 points for price, 20 points for targeted goals (e.g., B-BBEE), as per the Preferential Procurement Policy Framework Act and 2022 Regulations.
