Request for quote for manual preparation of thinnings for a forwarder for 3,000m³. Geographical areas: Tweefontein, Bergvliet, Brooklands, Witklip, Blyde, and Wilgeboom. Note: Volumes and areas are not guaranteed and may change due to operational demands. Scope: Fell, debranch, log scale, and crosscut marked trees into various products per SAFCOL log specifications. Stack processed logs in two rows next to extraction routes, separated by client and diameter class if required.

RFQ Issue Date: 03 July 2026. Closing Date and Time: 08 July 2026 at 12:00 PM (no late submissions accepted). RFQ Validity Period: 60 days from closing date.

Submit fully completed RFQ document on company letterhead via email to [email protected]. Use RFQ number and description in the email subject line. Late or incomplete submissions will not be accepted. All SBD documents must be signed and submitted with the quotation. Joint ventures must provide a consolidated B-BBEE certificate. Do not commence work until an official purchase order or promissory note is received. All prices must be firm and inclusive of VAT. SAFCOL reserves the right to accept any offer in full or in part, or not to make an appointment. Non-compliance with terms may result in operations being stopped until rectified.

Norms and Standards: Comply with Forest Engineering of South Africa (FESA) guidelines (e.g., Cable Yarding Safety Handbook, Ground Based Harvesting Handbook, Chainsaw Handbook) and SAFCOL’s Best Operating Practices (BOPs), Integrated Management System, SHEQ standard, and FSC principles. Equipment: Minimum team of 7 chainsaw operators, 10 manual stackers, and 8 log scalers/pushers. Equipment must be in good working order, maintained per manufacturer requirements, and compatible with the work. Chainsaw operators must have SAQA-accredited basic training and yearly refresher courses.

Execute operations per accepted industry norms and guidelines. Team composition: Minimum 7 chainsaw operators, 10 manual stackers, 8 log scalers/pushers. Ancillary equipment: Chainsaws, felling aids, cant hooks, fire protection equipment, radios/cellphones, First Aid kit, PPE. Vehicles: Roadworthy with current Certificates of Fitness, enclosed canopies with roll-over protection, seat belts. Supervision: Constant on-site supervision by competent supervisor required.

Minimum 2 years forestry manual/hand roll thinning experience required. Proof: Signed letter from forestry/grower companies (owning plantations) on company letterhead, including company name, contact number, and work period (start/end date or current project status). Management: Relevant harvesting/forestry experience; employ manager(s) with Forestry Qualification and experience; junior management (supervisors) must be competent with relevant experience. Chainsaw operators: SAQA-accredited basic training and yearly refresher courses.

Equipment must be in good working order, maintained per manufacturer requirements, and compatible with the work. Sufficient certified chainsaw operators required. Chainsaw operators must have SAQA-accredited basic training and undergo yearly refresher courses.

Quote all-inclusive price in R/m³ (VAT inclusive). Breakdown: Overheads (R/m³), Plant and Equipment (R/m³), People/Employee Cost (R/m³), % Mark-up (R/m³), Total Price (R/m³). Payment is for prepared timber delivered at roadside, unless extraction is prevented by unforeseen circumstances.

Mandatory: Minimum 2 years forestry manual/hand roll thinning experience (proof via signed letter from forestry/grower companies). Labour: Source labour locally where practical; employees must have valid SA ID/work permit; comply with labour legislation; register with Workmans Compensation Fund (valid letter of good standing) and UIF; pay minimum wage; provide valid employment contracts; conduct required medical screenings; ensure job-specific training with current certificates. Safety: Comply with SAFCOL SHEQ Standard for Contractors; provide 1x trained First Aider (Level 2), 1x SHE Rep per operation, and a Safety Officer/Consultant; use compliant PPE (e.g., chainsaw trousers per EN 381-5 – B+20, protective gloves). Vehicles: Valid driver’s licenses and PrDP for passenger transport; roadworthy vehicles with current Certificates of Fitness; labour carriers must have enclosed canopies with roll-over protection and seat belts. Legal: Public Liability Cover with Spread of Fire (Forestry and Plantation) extension. Disqualification Risks: Non-compliant tax status (7-day rectification period), fraudulent/misrepresented information, listing on National Treasury’s restricted suppliers database, or failure to quote per specification.

Specific Goals: 20 points for 51%+ Black Owned entities. Proof documents: CIPC registration, valid B-BBEE certificate/sworn affidavit, SA ID. Additional goals (if claimed): 30%+ Black Women Owned (CIPC, B-BBEE, SA ID); 51%+ Owned by People with Disabilities (Doctor’s letter, SA ID, B-BBEE); 51%+ Youth Owned (CIPC, B-BBEE, SA ID); RDP Goals (Locality) (Municipal Bill or council letter, SA ID). Failure to submit proof results in no points for specific goals.

Comply with FESA guidelines: South African Cable Yarding Safety and Operating Handbook, Forest Engineering Practices, Excavator-based Machines Requirements, Difficult Terrain Harvesting Operations, Ground Based Harvesting Handbook, Chainsaw Handbook. On SAFCOL property, comply with: SAFCOL Best Operating Practices (BOPs) and Integrated Management System, SHEQ standard, FSC principles, Occupational Health and Safety Act, Basic Conditions of Employment Act, and Safety System. Provide: 1x trained First Aider (Level 2), 1x SHE Rep per operation, Safety Officer/Consultant. Equipment: Chainsaws, felling aids, cant hooks, fire extinguishers (1x wajax, 2x fire beaters, 2x rake hoes), two-way radios/cellphones, compliant First Aid kit, PPE (chainsaw trousers per EN 381-5 – B+20, protective gloves). Vehicles: Valid licenses, PrDP for passenger transport, roadworthy condition, Certificates of Fitness, enclosed canopies with roll-over protection, seat belts (preferably 3-point harnesses).

Contract is subject to SAFCOL’s general RFQ conditions, general conditions of purchase, and any special conditions of contract (SCC). Labour must be sourced locally where practical; employees must have valid SA ID/work permit; comply with all labour legislation; register with Workmans Compensation Fund (valid letter of good standing) and UIF; pay minimum wage; provide valid employment contracts; conduct required medical screenings; ensure job-specific training with current certificates. Non-compliance may result in operations being stopped until rectified.

Accepted RFQs will be communicated via official purchase order or promissory note signed by an authorised official. Do not prepare or deliver goods/services/works before receiving this. All prices must be firm and VAT-inclusive. SAFCOL reserves the right to accept any offer in full or in part, or not to make an appointment. Offers remain binding for 60 days from closing date. SAFCOL may request discounts from the highest-scoring bidder. Non-compliance with terms may result in operations being stopped until rectified.

Price scoring: Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals: 20 points for 51%+ Black Owned entities. Proof documents required for all claims (e.g., CIPC, B-BBEE certificates, SA ID).
