• Submit the completed bid in the official forms (no re‑typing) using black ink only.
• All pages must be initialed; the bid must be stapled, banded and sealed in an envelope clearly marked with the bid number and description.
• Deliver the sealed envelope to the bid box at Capricorn District Municipality, 41 Biccard Street, Polokwane, no later than 11:00 on 04 March 2026. The bid box is open 24 hours a day, 7 days a week.
• Late submissions will be rejected and not considered.
• Bids may also be submitted online if the tender documents provide an electronic submission option.
• A valid Central Supplier Database (CSD) number is mandatory.
• Bids are valid for 90 days from the closing date.
• Disqualification triggers include missing pages, pencil entries, late delivery, conflict of interest, inclusion on the Register of Bid Defaulters, and non‑compliance with the above form requirements.

• Responsiveness criteria (must be met before any scoring): sealed envelope, correct bid number, submission before deadline, valid CSD number, fully completed and initialed forms, joint‑venture agreement (if applicable), proof of municipal rates/taxes for the company and all directors, compliance with technical specifications, CIDB registration for construction work, adherence to pricing instructions, demonstrated financial capacity, and relevant experience.
• Scoring method: 80 % preference points (municipal specific goals) + 20 % price points (the Municipality may use an 80/20 or 90/10 point system as stated).
• The Council reserves the right to accept all, some or none of the bids and is not obliged to accept the lowest price.
• Bids will be evaluated in stages: (1) check responsiveness, (2) assess functional/technical points, (3) assess price points, (4) apply any preference or de‑merit points (e.g., corruption, tax arrears, supply‑chain abuse).
• Any bid failing the disqualification list (corrupt conduct, service‑of‑the‑state persons, default register, etc.) will be rejected outright.

Scope: Provide a community shared network for a period of 36 months to Capricorn District Municipality.

Deliverables: Installation, commissioning, operation and maintenance of the network as per the Service Level Agreement (SLA) and Contract Form MBD7.

Standards: Goods and services must conform to the specifications and standards set out in the bid documents.

Capacity: Supplier must have the technical capability to deliver, operate and maintain the network for the full contract period.

Service levels: Detailed SLA to be signed by the successful bidder covering availability, response times, performance metrics and reporting.

Site inspection attendance is mandatory for all bidders.

• Pricing must be fixed; no price variation allowed except for authorized adjustments or bid‑validity extensions.
• Prices quoted in the bid are binding (see clause 17.1).
• Performance security (bank guarantee or irrevocable letter of credit, or cashier’s/certified cheque) to be provided within 30 days of award notification.
• Payment terms: payment in Rand within 30 days of receipt of a correct invoice and delivery note.
• Bids must include a complete price breakdown as per the pricing instructions.
• Financial capacity to execute the contract is a mandatory evaluation criterion.

• Valid Central Supplier Database (CSD) number is required.
• Tax compliance: submit SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; foreign suppliers must complete the pre‑award questionnaire.
• Proof of payment of municipal rates and taxes (or lease/tribal authority letter) for the company and all directors.
• No bids from persons in the service of the State.
• Suppliers listed on the Register of Bid Defaulters or who have abused the municipality’s supply‑chain system will be disqualified.
• CIDB registration is required where the work involves construction.
• All required certificates and declarations (MBD forms, declaration of interest, etc.) must be completed and signed.
