• Four‑stage evaluation:

1. Mandatory Requirements – submission of all required returnable documents (sworn affidavit, pricing schedule SBD 3.3, driver and vehicle documentation, etc.). Failure to submit any leads to disqualification.

2. Functionality – technical capability assessed on:

– Drivers’ experience (40 pts): 5 drivers per site with ≥5 years experience, SA licence, PDP, ID, proof of residence.

– Vehicles (40 pts): minimum 5 vehicles, registration ≤5 years, roadworthy certificate, tracking device, proof of lease if applicable.

– Proposal (20 pts): cleaning/holding‑area plan, contingency drivers, vehicle branding, uniform plan, job‑creation.

• Minimum threshold: 80 pts out of 100 must be achieved to proceed to Price and Preference stage (80/20 split).
• Price and Preference – evaluation of the pricing schedule (SBD 3.3) against minimum fees per vehicle and calculation of preference points (B‑BEE level, specific goals).

Scope & deliverables:

• Monthly guaranteed fee per vehicle (minimum fees per vehicle type listed in the pricing table).
• One‑off security deposit equal to three months of the fixed fee per vehicle.
• Vehicles must be ≤5 years old, have a sealed certified taxi meter, valid roadworthy certificate, NATIS registration and a tracking device.
• Driver requirements per site (minimum 5 drivers): ≥5 years meter‑taxi experience, SA driver’s licence, Professional Driving Permit, ID, proof of provincial residence.
• Branding: black‑and‑white stripes, company name, contact details, fleet number.
• Uniform: blue shirt/T‑shirt, black trousers, black shoes.
• Permit costs (bidder’s responsibility): driver personal permit (R270), GSAT training, vehicle ATOA permit (R325 per year).
• Security services must be sourced from the approved ACSA panel (Securitas SA, Venus International, Mafoko Security Patrol, Fidelity Security Services, Eagle Eye Security Specialists, G4S Aviation, Bidvest Protea Coin).
• Responsibilities include cleaning and managing holding areas, maintaining parking bays, paying utility bills for allocated offices, providing own telephone/internet equipment, complying with airport management rules, monthly pickup reporting, and providing contingency drivers.
• ACSA will assist with public operating licence application; proof of application required within 2 weeks of award.
• Vehicles and drivers must meet all permit requirements; no operation without permits.

• Pricing to be submitted on the SBD 3.3 pricing schedule; quote only for the sites you are bidding for.
• Minimum monthly fee per vehicle is stipulated (e.g., Sedan R900, 7‑seater R1 000 at Cape Town; lower fees at other airports). Quotes below the minimum will be rejected.
• Fees increase by 8 % annually on each contract anniversary.
• A one‑off security deposit equal to three months’ fees is required.
• All prices must include applicable taxes (VAT, PAYE, UIF, SDL).
