• Quotations must be dated, signed and issued on the supplier’s letter‑head.

• All prices must be VAT‑inclusive; non‑VAT‑registered suppliers must state that VAT is excluded.
• Quotations received after 13 February 2026 16:00 will be rejected.
• Quotations must remain valid for a minimum of 60 days from the closing date.
• Required returnable documents: completed SBD 1, SBD 4, the RFQ, POPIA consent form and, if claiming preference points, the completed SBD 6.1 claim form with supporting proof (CSD report, B‑BBEE certificate, disability letter, proof of address, turnover/SARS return, etc.).
• Suppliers must be registered on the Central Supplier Database (CSD) and have verified banking details.
• Bidders employed by the State, or with directors who are State employees, are disqualified.
• Failure to provide any required proof will be interpreted as a decision not to claim the associated preference points.

• Pre‑compliance check (CSD registration, tax compliance, required forms) is performed first; non‑compliant bids are rejected.
• Functional evaluation (if applicable) follows the pre‑compliance stage.
• Scoring is on an 80/20 basis: 80 points for price (lowest price receives full 80 points, other bids scored proportionally) and 20 points for preferential procurement specific goals (HDI, SMME, B‑BBEE, local procurement, etc.).
• Preference points are awarded only when the required supporting documentation is submitted; otherwise the 20 points are not claimed.
• Total points = price points + preference points; the bidder with the highest total wins.

Scope: Deliver digital literacy training to 100 unemployed South Africans in Limpopo Province.

• Training duration: maximum 5 days per enrolment; 20‑25 trainees per session.
• Required infrastructure: accessible location, reliable power, backup power, internet connectivity, adequate ICT equipment (laptops/desktops with i5/Ryzen 5 or higher, Office 2019+), clean water, toilets (including disability access), safety equipment, signage, and secure lab space.
• Training content: five modules covering hardware basics, software applications, email use, internet & cloud, and introductory AI/data analytics.
• Delivery methodology: diagnostic, formative and summative assessments plus certification of competence.
• Deliverables: project implementation plan, customised learning material, training manuals, assessments, participant certificates, evaluation report (submitted within 2 weeks of training), and a copy of the training manual for dtic records.
• Personnel: a project leader with a recognised digital computing certificate and at least one year of digital‑literacy training experience; facilitators with relevant certificates, ≥1 year experience, and skills in presentation, customer care, project management, marketing (leader) and people management.
• Experience: supplier must have ≥5 years experience delivering digital‑literacy training and provide at least three reference letters.

• Price must be quoted in Rand, VAT‑inclusive (or clearly state VAT‑exempt).
• Quotation must be firm for the contract duration; any exchange‑rate conditions must be specified.
• No bond or guarantee is explicitly required, but the quotation must remain valid for 60 days.
• Payment terms: dtic will effect payment within 30 days of receipt of a satisfactory evaluation report and completion of training.
• Pricing will be scored on an 80‑point scale; the lowest compliant price receives full 80 points.

• Register on the Central Supplier Database (CSD) and provide CSD number.
• Tax compliance: provide SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; tax matters must be in order.
• B‑BBEE: submit B‑BBEE certificate or CIPC B‑BBEE certificate and/or sworn affidavit as per B‑BBEE guide paragraph 17.
• SMME: provide proof of turnover (SARS return) and/or B‑BBEE certificate for SMME status.
• HDI (Race, Women, Disability): attach latest CSD report, proof of race/women status, and a medical letter for disability claim.
• Local procurement: proof of address (municipal rates, bank statement, lease, or affidavit not older than 3 months).
• All required SBD forms (SBD 1, 4, 6.1) must be completed in full and submitted with the bid.
