The service provider must be suitably qualified as per the Generation Operational Standard. They must demonstrate full compliance with all listed legislation (OHS Act, NEMA, COIDA, etc.). The contractor and any subcontractors must be registered with the Compensation Commissioner and hold a valid Letter of Good Standing. The contractor's team must possess the specific competencies outlined for supervisory and safety roles. The company must have the capability to perform the extensive range of services listed in the tables (e.g., hydrostatic testing, dye-pen testing, OEM vehicle servicing, equipment refurbishment).

The service involves a five-year contract for the service and maintenance of all non-plant portable fire and rescue emergency equipment at Eskom Kusile Power Station. The scope includes detailed annual servicing, maintenance, testing, and refurbishment of a wide range of equipment as per multiple tables in the document. Key deliverables include:

• Service and maintenance of portable and mobile fire extinguishers (DCP 2kg-9kg, CO2 5kg-20kg, foam 50kg) in specified quantities annually.
• Annual recharge, pressure testing, refilling, reconditioning, and hydrostatic testing of portable fire extinguishers as per schedules.
• Supply and delivery of new fire extinguishers as required.
• Service and maintenance of fire hydrants (200 yearly) and hose reels (1000 yearly).
• Replacement/repair of damaged fire equipment cabinets.

The contractor must comply with the Generation Operational Standard 240-126467668 and relevant legislation (OHS Act, National Building Regulations, Fire Brigade Services Act).

The contractor must submit an organisational organogram showing roles and responsibilities. Required SHEQ and compliance documentation includes SHEQ policy, SHE Plan, Environmental Plan, Environmental Policy, Risk Management Plan, Baseline Risk Assessment, all accreditations/qualifications, technical/professional affiliations, SHEQ appointments, and SHEQ accreditations.

Specific competency requirements:

• Health & Safety Representative: General Health and Safety Training, Health and Safety Representative Training, Hazard Identification and Risk Assessment Training, Incident Investigation and Root Cause Analysis Technique Training.
• Supervisor: Three years experience, accredited supervisor’s safety course, General Health and Safety course, Incident Investigation and Root Cause Analysis Technique Training, Hazard Identification and Risk Assessment Training.
• Safety Officer: OH&S Act and Regulations, COID Act, Incident Investigation and Root Cause Analysis Technique, Hazard Identification and Risk Assessment Training, Emergency Preparedness Coordination Training. For a 3-5 year contract, an OHS Diploma is required.

The contractor must submit a first plan for acceptance within two weeks of contract award. All other required documentation must be supplied prior to start of works as stipulated at the kick-off meeting. Regular management meetings (kick-off, progress, risk, contract feedback, SHEQ executive) will be convened by the Employer at Kusile Power Station. Specialist meetings may also be convened. All meetings must be recorded with minutes/registers circulated by the convener.

Costing for OHS within the project must be itemised based on the overall scope (e.g., training, provision of PPE, safety equipment purchases).

Payment terms: Within one week of receiving a payment certificate from the Service Manager, the contractor must submit a tax invoice to ESKOM HOLDINGS SOC Ltd. The invoice must include:

• Name and address of the Contractor and Service Manager.
• Contract number and title.
• Contractor's and Employer's (4740101508) VAT registration numbers.
• Description of service per the Price List.
• Total amount excluding VAT, VAT amount, and total including VAT.
• Submit invoice to [email protected] once confirmed with the payment certificate.

Contract change management follows the NEC TSC3 compensation event process.

The contractor must keep records of all Defined Costs (people, plant/materials, subcontractor work, equipment) as per NEC April 2013 rules, available for inspection within 24 hours.

Costing for OHS within the project must be itemised based on the overall scope (training, PPE, safety equipment).
