Specific Goal: 20 points awarded to EMEs or QSEs at least 51% black-owned, provided a fully completed MBD 6.1 and a CSD report (not older than one month) are submitted. No points are awarded without proof. The 80/20 system applies to tenders ≤ R50M. Highest total points win; ties are resolved by highest Specific Goals score, then by lot.

For elderly: Assorted Biscuits (2kg), Sugar (5kg), Coffee (750g), Rooibos Teabags (80s), Milk (6x750ml). Strict delivery dates: First delivery in August, second in November. Penalties apply for late deliveries. All delivery costs must be included in bid prices. Specify brand, model, country of origin, and compliance with specifications.

Bidders must submit Annexure B (Past Experience) to demonstrate relevant supply experience. Joint ventures/consortiums must submit Annexure C (Disclosure Form) and Annexure D (Company Composition). All directors/shareholders must be listed with ID numbers and state employee numbers (if applicable).

Use official MBD 3.1 and MBD 3.3 forms. Prices must be firm, in ZAR, and inclusive of all taxes (VAT, customs, excise, etc.). Separate pricing schedules required for different delivery points.
