Submit bids by the closing date and time (18 June 2026, 12:00 PM) to the bid box at: No. 8 Station Street, Station Building, East London, 5200. Late bids will not be accepted. Bids must be submitted on the official forms provided (do not re-type). All returnable documents must be included; failure to provide mandatory returnable documents will result in disqualification. Bidders must fill and sign the Submission Register at reception at SCM Offices upon submission. Bids must be sealed and enclosed in an envelope. Do not include documents or references relating to other quotations. Any attempt to canvass SCM Officers or PRASA employees between the closing date and award may result in disqualification. Responses must not include additional conditions unless embodied in an accompanying letter.

Evaluation is conducted in two stages: Stage 1 (Compliance) and Stage 2 (Price and Specific Goals). Stage 1A (Mandatory Requirements): Failure to submit any of the following will result in automatic disqualification: Completed Price Schedule and Pricing/Delivery Form (Section 4), and signed Submission Register at SCM Offices. Stage 1B (Other Mandatory Requirements): Must be submitted within 7 days of request if not provided with the bid: Company Registration documents, Copies of Directors’ ID documents, Valid Tax Clearance Certificate (valid on closing date) and SARS-issued PIN, CSD supplier registration number, Proof of Bank Account, Joint Venture/Consortium Agreement (if applicable), and completed RFQ documentation (all declarations, SBDs). Stage 1C (Documents for Scoring): Non-mandatory but required for scoring (zero score if not submitted): Audited Annual Financial/B-BBEE Certificate/Affidavit, CIPC Documents/B-BBEE Certificate/Affidavit. Stage 2 (Price and Specific Goals): Weighting is 80 points for Price and 20 points for Specific Goals (total 100). Price scoring uses the 80/20 Preference Point System formula: Ps = 80(1 − (Pt−Pmin)/Pmin), where Ps = Points scored, Pt = Price of tender under consideration, Pmin = Price of lowest acceptable tender. Specific Goals: 10 points for EME 51% Black Owned (Audited Annual Financial/B-BBEE Certificate/Affidavit), 10 points for 51% Black Owned (CIPC documents/B-BBEE Certificate/Affidavit).

Scope: Provision of once-off courier services in the Eastern Cape region. Deliverables: Transport of 7 ITEX Rolls boxes. Specifications: Each box size - Height: 26.5cm, Length: 20.5cm, Weight: 7.5kg. Courier mode: Overnight/Express Courier. Destination: Durban PRASA Station to East London PRASA Train Station, Station Street. Delivery period: To be specified by the service provider in working days from the date of order.

Complete the attached Pricing Schedule (Section 8). Prices must be in ZAR, inclusive of VAT (15%). Follow the prescribed format strictly; deviation may result in non-responsiveness. Provide cost breakdown, price escalation basis, and formula. Discounts will only be considered in the final evaluation stage on an unconditional basis.

Prices must be quoted in South African Rand (ZAR), inclusive of all applicable taxes (VAT 15%). Price offer must be firm and clearly indicate the basis. Pricing must strictly follow the provided Price Schedule (Section 4) and Bill of Quantities; deviation may result in non-responsiveness. Cost breakdown must be provided. Price escalation basis and formula must be indicated. Discounted prices will only be considered in the final evaluation stage on an unconditional basis. PRASA may negotiate market-related prices with the top three scoring bidders if the highest bid is not market-related. Payment terms: Within 30 days of receipt of the Supplier’s correct tax invoice.

Mandatory compliance: Valid Tax Clearance Certificate (must be valid on closing date) and SARS-issued PIN. Bidders must be registered on the Central Supplier Database (CSD) at https://secure.csd.gov.za/. CSD number must be provided if no TCS PIN is available. Foreign suppliers with no local registered entity are exempt from CSD registration. Bidders must submit: Company Registration documents, Copies of Directors’ ID documents, Proof of Bank Account (e.g., cancelled cheque or bank letter), Joint Venture/Consortium Agreement (if applicable), and completed RFQ documentation (all declarations, SBDs). Non-mandatory for scoring: Audited Annual Financial/B-BBEE Certificate/Affidavit, CIPC Documents/B-BBEE Certificate/Affidavit. Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified. No bids will be accepted from persons in the service of the state or entities with directors/members in the service of the state.

Supplier warrants that the services meet PRASA’s requirements and are fit for purpose, remaining defect-free for a period of one year from acceptance (unless otherwise stated). Supplier indemnifies PRASA against all claims, costs, or damages arising from negligence, infringement of rights, or breach of statutory duty. Subcontracting requires PRASA’s prior written approval; the successful bidder remains liable for performance. Governing law: Republic of South Africa, with non-exclusive jurisdiction of South African courts. PRASA reserves the right to reject non-compliant bids, negotiate market-related prices, or cancel the RFQ. Legal review of contractual terms by PRASA’s Legal Counsel is required before award.
