Iziko Museums of South Africa invites quotations for framing one artwork by Amy Rusch ('That which has been marked by the Wind comes with the Wind and is moved by the Wind II', 2023, found plastic bags and thread, 107h x 72cm w) for the Matereality exhibition. Framing specifications: Mount on plain archival backing board (warm white or soft off-white) with 5cm spacing on all sides. Artwork must 'float' to keep edges and materiality visible. Use natural kiaat wood frame with a slim, understated profile and clean contemporary lines. Glazing: Museum glass (premium anti-reflective conservation glass). Conservation: Archival, museum-quality materials required. Quality expectations: High museum exhibition standard for permanent/semi-permanent display.

Include the total quote price (inclusive of VAT) in the submission.

Payment terms: Based on deliverables received and work completed satisfactorily. Invoices must be approved by the project manager. Quotation validity: 60 days from bid closing date. Pricing: Submit a formal detailed quotation with a full cost breakdown (inclusive of VAT, disbursements, and escalations if applicable). The pricing schedule and quotation must include all costs; no variations allowed post-award. Payment will only be made for approved, completed work.

Mandatory documents: CSD Supplier Report (with supplier number and company details), Tax Status Verification PIN and tax registration number, Valid B-BBEE Certificate or Sworn Affidavit, Completed Request to Quote, SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form). Disqualification triggers: Bidder or directors listed on the Register of Tender Defaulters or List of Restricted Suppliers; failure to submit mandatory documents; non-compliance with CSD or tax status; late submission; incomplete or altered bid documents. Additional requirements: Confirm no state employment conflicts, no fraud/corruption convictions in the last 5 years, and no associations with other bidders that could cause conflicts of interest.

The proposal and appended documentation form the basis for a formal contract to be negotiated between Iziko and the preferred service provider. A mere offer and acceptance does not constitute a contract. Iziko reserves the right to accept/reject any quotation or withdraw the RFQ at any time. Contract terms include: Payment based on deliverables and approved invoices; quotation validity of 60 days from closing date; no cost variations post-award. Bidders must certify that claims for preference points are true and correct, with documentary proof required upon award. Fraudulent claims may result in disqualification, cost recovery, contract cancellation, or restriction from public sector business for up to 10 years.

Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for B-BBEE specific goals. Bids must first meet eligibility criteria and achieve a minimum functionality threshold of 80 points. B-BBEE points: 50%+ black ownership = 20 points; <50% = 10 points; 0% = 0 points. Iziko prioritises 'best value' (expertise, experience, technical proposal, and organisational capacity) over lowest price. Proof of B-BBEE status is mandatory to claim points.
