Specialised exhibition installation and picture hanging services for iziko museums (isang & groot constantia)

Iziko Museums of South Africa (Iziko) is a Schedule 3A public entity and non-profit organisation, subsidised by the National Department of Sport, Arts & Culture (DSAC). It manages 11 national museums and a Social History Centre in the Western Cape. This RFQ seeks a service provider for specialised exhibition installation, including picture, AV, and collections hanging/mounting at Iziko Museums. The service provider must hang artworks, AV components, and museum collections of varying sizes, install complex artworks/objects, and design/fabricate/deliver custom mounts. Basic rigging for installation, removal, or movement of collection objects is required.

Closing date for submissions: 13 July 2026 at 11:00 AM. Bidders must be available for ISANG installation between 1 August and 20 August 2026, and for IGC installation between 21 July and 27 November 2026. Quotations must remain valid for 60 days from the closing date.

Alterations to the tender document beyond filling in details and pricing will result in automatic disqualification. Scope: Specialised exhibition installation, including picture, AV, and collections hanging/mounting for Iziko Museums. Bidders must demonstrate experience in: (A) hanging services for small/medium/large framed works; (B) installing oversized/complex artworks with basic rigging knowledge; (C) designing, fabricating, and delivering custom mounts. Two sites: (1) Iziko South African National Gallery (ISANG) – 5 working days (9 AM–4 PM) for the Matereality show, with availability required between 1–20 August 2026. Artworks include textiles, paintings, and installation-based works, requiring specialised mounting (e.g., wooden dowels, cup hooks, custom brackets, monofilament, wall anchors). (2) Iziko Groot Constantia Manor House (IGC) – 20 working days (9 AM–4 PM), split into 2 blocks, with availability between 21 July–27 November 2026. Non-invasive solutions required (e.g., tension rods, monofilament, stanchions). Bidders must supply all materials, labour, and fabrication. Deliverables: site assessment, planning/coordination, safe handling/installation of artworks, travel/accommodation costs, and completion to exhibition standards.

Bidders must demonstrate: (1) Experience in hanging services for small/medium/large framed works; (2) installation of oversized/complex artworks with basic rigging knowledge; (3) specialised design/fabrication/delivery of custom mounts. Provide verifiable evidence of: (a) successful completion within the past 5 years of projects involving large-scale artworks, delicate/suspended works, AV installations, and custom mounts; (b) 6+ years’ experience handling high-value, irreplaceable heritage objects/artworks. Submit at least 2 contactable references from reputable galleries, museums, or cultural institutions.

Submit a detailed pricing schedule inclusive of VAT, with the following line items: (A) ISANG installation labour (5 days, 2–3 people, 9 AM–4 PM); (B) ISANG mounting solutions (as per brief); (C) ISANG travel/accommodation (5 consecutive days); (D) IGC installation labour (20 days, 2–3 people, 9 AM–4 PM); (E/F) IGC travel/accommodation (10 consecutive days each); (G) tension rods (14 units, max 1.2m); (J) low-profile stanchions (20 units, 45cm H x 25cm diameter base); (K) black stanchion rope (100m); (M) other mounting hardware (e.g., stainless-steel monofilament, crimps). All costs must be included; no variations permitted post-award.

Submit a detailed pricing schedule inclusive of VAT, with a full cost breakdown for all services, materials, travel, and accommodation. Use the provided table format, specifying quantities, unit costs, and totals for: (A) ISANG installation labour (5 days, 2–3 people), (B) ISANG mounting solutions, (C) ISANG travel/accommodation (5 consecutive days), (D) IGC installation labour (20 days, 2–3 people), (E/F) IGC travel/accommodation (10 consecutive days each), (G) tension rods (14 units), (J) low-profile stanchions (20 units), (K) black stanchion rope (100m), (M) other mounting hardware (e.g., monofilament, crimps). Quotations must remain valid for 60 days post-closing. No price variations are permitted after award.

Mandatory documents: (1) Central Supplier Database (CSD) report with supplier number and company details; (2) Compliant Tax Status Verification PIN and tax registration number; (3) Valid B-BBEE Certificate or Sworn Affidavit; (4) SBD 6.1 (Preference Points Claim Form); (5) SBD 4 (Bidder’s Disclosure); (6) Completed RFQ submission (all pages filled). Technical capability evidence: verifiable proof of experience in complex museum-standard installations within the past 5 years, including large-scale artworks, delicate/suspended works, AV installations, and custom mounts. Minimum 6 years’ experience handling high-value heritage objects/artworks, with at least 2 contactable references from reputable galleries/museums. Failure to submit any compliance document may disqualify the bid.

B-BBEE preference points are allocated as follows: 50% or more black ownership = 20 points; less than 50% black ownership = 10 points; 0% black ownership = 0 points. Submit a valid B-BBEE Certificate or Sworn Affidavit. Points are claimed via SBD 6.1 (Preference Points Claim Form). Failure to submit proof results in 0 points for B-BBEE.

Bidders must provide an OHS file prior to commencement of work. All site assessments, coordination meetings, and travel related to installation planning must include safety considerations. Installation must ensure secure, stable, and professional handling of artworks/objects, with appropriate access equipment, tools, and materials. For IGC, non-invasive and reversible installation methods are mandatory to protect the historic building fabric.

For the Iziko Groot Constantia Manor House (IGC), all installation methods must be reversible and non-invasive to protect the heritage site. No drilling, permanent fixings, or alterations to walls/architectural features are permitted. Use tension rods, monofilament, and other non-destructive solutions.

The proposal and appended documentation form the basis for a formal contract to be negotiated between Iziko and the preferred service provider. A mere offer and acceptance does not constitute a formal contract. Iziko reserves the right to: (a) reject any quotation; (b) retract the RFQ at any time; (c) reduce deliverables; (d) not award the tender. Quotations must remain valid for 60 days from the closing date. The lowest or only quotation will not necessarily be accepted. Iziko may consider objective criteria such as risk of fruitless expenditure, abnormally low bids, material irregularities, or poor past performance. Bidders must consent to the use of their personal information and confirm compliance with POPI Act requirements.

Evaluation is based on the 80/20 preference point system: 80 points for price and 20 points for specific goals (B-BBEE ownership). Price points are calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals: 50%+ black ownership = 20 points, <50% = 10 points, 0% = 0 points. Failure to submit proof for specific goals results in 0 points for that category. Iziko reserves the right to reject any quotation and is not obliged to award the contract.
