• Submit one sealed envelope clearly marked with the bid number and description.
• Deliver the envelope to the bid box at Unit 170 BA, Civic Centre, Lebowakgomo (0737) on or before 11 March 2026, 11:00 AM.
• No faxed or emailed bids will be accepted; courier deliveries are allowed only if the documents are placed in the bid box by the deadline.
• Use the official MBD forms (MBD 1, 3.1, 4, 6.1, 8, 9) provided – do not re‑type, use indelible ink, and do not use Tipp‑ex.
• All pages must be signed/initialed; any alterations must be signed.
• Include company registration certificate, certified ID copies (≤3 months), tax compliance PIN or CSD number, authority resolution (if multiple directors), and proof of municipal rates (≤90 days) or equivalent affidavit.
• Bids remain valid for 90 days from the closing date; extensions require written acceptance.
• All bidders must be registered on the National Treasury Central Supplier Database (CSD).

Phase 1 – Administrative compliance: must meet all responsiveness criteria (sealed envelope, correct address, complete MBD forms, signed pages, indelible ink, no Tipp‑ex, required supporting documents). Failure results in disqualification. Phase 2 – Functionality: scored out of 100; minimum 60 points required to proceed. Points awarded for company experience (up to 80 points based on number of appointment letters/orders) and delivery capacity (20 points for signed confirmation letter). Phase 3 – Price and specific goals: 80 points for price (firm, tax‑inclusive price) and 20 points for preferential goals (black‑ownership, women‑owned, disabled‑owned, youth‑owned as per CSD). Total 100 points. Council may accept any or all bids and is not obliged to accept the lowest price.

Supply and delivery of printing services for a 36‑month period, on an as‑and‑when‑required basis. Items include: A5 and slim‑size executive diaries, B5 leather diaries, A1 calendars, A3 tent calendars, A2 desk‑pad calendars, various banners (pull‑up, X‑frame, telescopic, shark‑fin, lantern, etc.), flags, marketing pamphlets, posters, municipal letterheads, presentation folders, branded table‑cloths, name badges, smart digital access cards and related accessories. All products must meet the described sizes, paper weights, colour specifications (CMYK/full colour), embossing/engraving of the Lepelle‑Nkumpi logo, and be supplied in the quantities required by the municipality.

Provide firm prices in South African Rand, inclusive of all taxes (VAT 15 %). All delivery costs to the prescribed destination must be included. Use the Annexure C pricing schedule; only firm prices will be accepted. No exchange‑rate variations or non‑firm prices allowed. Bids must remain valid for 90 days. No specific bond or guarantee is mentioned in the documents.
