Scope: Appointment of a panel of service providers to supply and deliver ICT equipment and peripherals for 36 months. Deliverables: Supply and delivery of ICT equipment (laptops, iPads, monitors, docking stations, laptop bags, keyboards, mice) as per technical specifications. Warranty: All equipment must include OEM warranties (e.g., 3-year onsite for laptops/iPads, 2-year limited hardware for peripherals). Warranties must be registered in the name of MICT SETA. Support: Next business day support and maintenance, including parts replacement, must be provided. Onsite support required where necessary. Corporate Imaging: Delivered equipment must have MICT SETA’s corporate image pre-loaded. OEM Accreditation: Bidders must be OEM-accredited or authorized resellers. MICT SETA will verify accreditation with the OEM. Technical Requirements: Laptops must meet specs such as Intel Core i7 (12th Gen or newer) or AMD Ryzen 5 (5000 series or newer), 16GB DDR4 RAM, 512GB PCIe NVMe SSD, Windows 11 Pro/Enterprise, 15.6-inch FHD Anti-Glare display, Wi-Fi 6, LTE-Advanced, fingerprint sensor, 3-year onsite warranty. iPads must be 11-inch, 256GB Wi-Fi + Cellular, with Face ID, Wi-Fi 6, USB-C, Apple Pencil (2nd Gen), Magic Keyboard (4th Gen), screen protector, 3-year onsite warranty. Monitors must be 27-inch FHD (1920x1080), anti-glare LED backlit, HDMI. Docking Station: Thunderbolt Dock G2 230W. Laptop Bags: Targus Sport Rolling, City Gear Top Load, Everki briefcase/backpack, Mobile VIP Roller (all black). Cordless Keyboard and Mouse: Logitech MK850 Performance or equivalent with Bluetooth/2.4GHz, 10m range, 24-36 month battery life. Non-compliance with technical specs results in elimination.

Bidders must provide contactable reference letters from RSA clients for ICT equipment supply/delivery in the past 5 years. Letters must be on company letterhead, signed by the client’s representative, and include project type and period. Points: 5+ letters = 10, 4 = 8, 3 = 6, 2 = 4, 1 = 2, 0 = 0. Reference lists or award letters are not accepted. For sub-contracting, the main bidder’s references must be furnished.

Pricing must be submitted as per the official bid forms. Bidders must confirm ability to place orders upon receipt of a Purchase Order. Proof of a healthy credit facility with the OEM or distributor is mandatory. Financial statements for FY 2023/2024 must be submitted. Payment terms and schedules will be as per MICT SETA’s standard procurement conditions.

Mandatory Compliance: Register on the National Treasury Central Supplier Database (CSD) prior to submission. Submit CSD Registration Report. Valid Tax Clearance Certificate (or SARS verification PIN) required. CIPC registration documents must be provided. Bidder’s Eligibility Form (Form A) must be completed. SBD 4 (Declaration of Interest) and SBD 6.1 (Preferential Procurement Claim Form) must be submitted. Certified copies of director(s) ID(s) (not older than 6 months) required. Shareholding Certificate (if applicable) must be provided. Joint venture/consortium/sub-contracting agreements (if applicable) must be submitted. B-BBEE: Minimum Level 3 required. Preference points for specific goals: 51% HDI-owned = 10 points, 51% HDI women-owned = 5 points, 51% HDI youth-owned = 5 points. Foreign Suppliers: Must confirm residency, branch, permanent establishment, or income source in RSA. If none, SARS Tax Compliance Status/PIN is not required. All foreign suppliers must comply with CSD registration if applicable.

Contract duration: 36 months from appointment date. Panel members must provide valid OEM certifications or letters when services are required. Panel members must maintain a healthy credit facility with the OEM or distributor. Non-compliance with OEM accreditation or credit facility requirements during the contract will result in removal from the panel. MICT SETA reserves the right to withdraw, amend, or cancel the RFB at any stage. Bids remain valid for 120 days from closing date. Contract terms align with Government Procurement General Conditions of Contract.

Evaluation follows a two-stage process. Stage 1: Mandatory Criteria (pass/fail). Bidders must be OEM-accredited, offer compliant equipment, and have a healthy credit facility. Stage 2: Functional Evaluation (100 points, 80-point threshold). Criteria: Reference Letters (10 points), Risk Management Plan (30 points), After-Sales Support & Warranty (30 points), Lead/Delivery Times (30 points). Preferential Procurement: 80/20 system (Price = 80 points, Specific Goals = 20 points). Specific Goals: 51% HDI-owned (10), 51% HDI women-owned (5), 51% HDI youth-owned (5).
