• Bids must be sealed and endorsed on the envelope with: BID NUMBER (MNQ/SCM/71/25-26), PROJECT NAME, and closing date/time. The back of the envelope must include Company Name, Address, Contact Person, and Contact Details.
• Only original tender documents provided by the municipality will be accepted. No re-typed, faxed, emailed, or couriered bids are permitted.
• Bid box is open 08H00-16H00, Monday to Friday. Late bids will not be accepted.
• All returnable documents (MBD1-9) must be completed in non-erasable ink and returned with the bid.
• Failure to submit required attachments (e.g., CSD report, CIDB certificate, tax compliance PIN) will result in disqualification.

Evaluation is conducted in two stages:

Stage 1: Administrative Compliance

• Bidders failing to meet mandatory and other bid requirements will be deemed non-responsive and disqualified.

Stage 2: 80/20 Preference Point System (as per Preferential Procurement Regulations 2022)

• Price: 80 points (scored using formula Ps = 80{1 - (Pt - Pmin)/Pmin}, where Pt = bidder’s price, Pmin = lowest acceptable bid price).
• Specific Goals: 20 points.
• Proof required: Fully completed and signed MBD 6.1 form and a full Central Supplier Database (CSD) report not older than one month.
• Specific Goal: Promotion of South African-owned enterprises.

Key Staff Requirements:

• Mechanical Engineer: N3 Mechanical Engineering with trade test, minimum 3 years’ experience in maintenance, servicing, and repairs of standby generators. Certified copy of trade test required.
• Electrician: N3 Engineering Electrical with trade test, minimum 3 years’ experience in maintenance, servicing, and repairs of standby generators. Certified copy of trade test required.
