• Attach all mandatory returnables: valid CSD registration number or SARS TCS PIN, full CSD proof of registration, completed and signed declarations (MBD1‑9), tax clearance certificate, professional body registration (e.g. SACPLAN/PLATO/SAGC), B‑BBEE specific‑goals evidence, and any other documents listed in the advert.

• Functionality (100 points) – scored as follows:

• Minimum score to progress to price evaluation: 70/100.
• Price evaluation uses an 80/20 preference point system (80 points for price, 20 points for specific B‑BBEE goals).
• Specific‑goals points (total 20): youth (18‑35) 6 pts, women 6 pts, persons with disability 2 pts, black‑owned 6 pts.
• Detailed functional scoring (total 100): experience letters (40), professional expertise (40), methodology & cash‑flow (20).

Scope: Conduct a topographic survey of the Nkululekweni settlement (Extension 18) and produce a report identifying sites not aligned with the approved layout plan, with remedial recommendations. Deliverables:

• Phase 1 – Planning (site visits, policy & plan review, map preparation).
• Phase 2 – Land Survey (topographic survey).
• Final report with maps and recommendations. Duration: 1 month (subject to written extensions). Legal/standards compliance: Spatial Planning & Land Use Management Act, Land Survey Act 1997, CSIR Red Book, Ingquza Hill Spatial Development Framework. Personnel: Project leader must be a registered Professional Town Planner; team must include qualified land surveyors (≥5 years experience) and GIS expertise. Project management: Inception, Planning, Execution, Close‑out phases with milestone reports and monthly progress updates. All documents become municipal property.

Pricing must be firm, inclusive of VAT and all applicable taxes; non‑firm prices will be rejected. Submit a pricing schedule for each delivery point (if applicable). Prices must cover all costs, overheads, profit and be final and binding. Cost estimates must be valid for 90 days. Payment terms: invoices submitted after each milestone; municipality pays within 30 days of a correct invoice and delivery note. Milestone payments: 30 % after inception report, 20 % after planning draft, 50 % after final report, 20 % after close‑out (as per schedule). Required financial documents: valid tax clearance certificate (SARS TCS), CSD number or PIN, and any guarantees if later required by the municipality (not specified in the tender).
