Submit your bid via email to [email protected]. The email subject line must clearly indicate the RFQ number (RFQ - HO – 1605). Bids must be submitted on the official forms provided and not re-typed. Late bids will not be accepted. All bids must be delivered by the stipulated closing date and time (09/02/2026 at 11h00). Failure to submit required documents or comply with bid conditions may result in disqualification. Delivery costs are included in the total quotation and not evaluated separately.

Evaluation uses the 80/20 preference point system (for bids up to R50M). Points are allocated as follows: Price (80 points), Specific Goals (20 points). Specific Goals include: Equity ownership by HDIs (14 points: 7 for no franchise pre-1993, 5 for women, 2 for disabled), Youth (3 points), Locality (3 points). Points for Specific Goals require supporting documents (e.g., ID copies, CIPC CK1, B-BBEE certificate, medical certificates). Inconsistent or missing documentation may result in 0 points for applicable goals. The lowest acceptable bid price (Pmin) is used to calculate price points using the formula: Ps = 80

Scope: Once-off comprehensive servicing and maintenance of 7 air conditioning units at SAMSA Mossel Bay Office (Room 109, Plaza Aquda, Marsh St, Mossel Bay, 6506). Units include Samsung, LG, Alliance, and Hisense models. Key activities: Cleaning of filters, coils, and drainage systems; inspection and tightening of electrical connections; lubrication of moving parts; checking refrigerant levels and pressures; calibration/testing of thermostats; testing safety controls; recording service history per unit. Corrective maintenance for minor faults is included if part of the quoted price. Emergency repairs or major replacements require separate quotation and SAMSA approval. Deliverables: Completed service of all units, comprehensive service report (units serviced, work performed, condition assessment, faults identified, recommendations, operational status confirmation), and separate quotation for additional work if required.

Pricing must be inclusive of VAT. Total bid price must be provided in the pricing table (Annexure B). Delivery costs are part of the total quotation. Quoted prices must remain valid for 60 days after the closing date. No separate evaluation of delivery costs.

Mandatory: Valid Letter of Good Standing (COIDA) from Department of Employment and Labour. At least one technician must be qualified and registered with a relevant body (e.g., SAQCC Gas – Refrigeration, MERSETA). Required evidence: Technician’s CV, certified copies of qualifications/trade certificates, proof of registration. The submitted technician must perform the service; substitution requires SAMSA approval. Tax Compliance: Submit SARS TCS PIN or CSD number. Foreign suppliers must complete the foreign supplier questionnaire. Bidders must not be in the service of the state or have directors/members in state service. Supporting documents: Recent CSD (not older than 3 months), Tax PIN certificate, Valid B-BBEE certificate, CIPC CK1 registration, ID copies of all owners, proof of address (not older than 3 months), medical certificate (if claiming disability points). Consortiums/JVs must submit separate TCS certificates/PINs/CSD numbers for each party and complete the JV ownership form. Failure to comply with any requirement may disqualify the bid.
