Submit a written quotation to the Agricultural Research Council (ARC) as per the attached Terms of Reference (TOR). Quotations can be emailed to [email protected] or hand-delivered. Use the reference numbers next to each item for quoting purposes. Quotations must be submitted on official letterhead and duly signed. Include the delivery date in your quotation. Failure to submit completed and signed Standard Bidding Documents (SBD) forms may result in disqualification. Ensure your quotation is valid for the specified period.

Detailed Material Safety Datasheet (MSDS) must be submitted with the quotation for all chemicals that will form part of this contract.

Provide pest control and fumigation services for 36 months (including a 3-month probation period) across all ARC-OVI campuses and premises. Premises include: ARC-OVI Main campus, ARC-OVI TADP campus, Residential housing and single quarters, Boikhutsong, Kaalplaas, ARC-BTP, Grasdak. Pests to be treated include: Ants, Flies, Mosquitos, Cockroaches, Arachnoids, Rodents (mice/rats). Services must include: Bait stations for all buildings, Fly traps for animal holding facilities, Initial treatment and follow-up treatments per pest type, Evaluation and maintenance of bait stations, Review of feasibility and effectiveness of services. Bidders must provide a 36-month schedule for services as guided by the attached fumigation schedule. Services may only be performed during scheduled shutdowns or when required. Relevant ARC official must be informed at least 48 hours in advance for access. No unauthorized access is allowed. Compliance with ARC quarantine guidelines and TAD biosafety requirements is mandatory. Pest control and/or fumigation is prohibited in specific areas (to be highlighted during the compulsory site briefing).

Bidders must provide a 36-month schedule for pest control and fumigation services as guided by the attached fumigation schedule. Initial treatment and follow-up treatments must be included for each pest type. Bidders must ensure minimal interruption to ARC operations. Evaluate, advise, and maintain all bait stations. Review the feasibility and effectiveness of pest control and fumigation services.

Service providers must submit documentation proving relevant experience in pest control and fumigation services.

Quote for pest control and fumigation services for 36 months. Use the reference numbers provided for quoting purposes.

Prices must be quoted in South African Rand and inclusive of VAT, delivery, insurance, and taxes. No price adjustments will be considered. The validity period of the quotation must be indicated. Payment will be upon receipt of a purchase order from ARC. The particulars of the guarantee/warranty (period and extent) must be clearly stated. ARC reserves the right to benchmark prices quoted.

Valid current Tax Clearance Certificate and PIN from SARS. Registration on the Central Supplier Database (CSD) with CSD number and full CSD report included in the bid. Valid current certified B-BBEE certificate, original B-BBEE certificate, or sworn affidavit for scoring on the 20 preference points. Completed and signed Standard Bidding Documents (SBD) forms. Registration with the Department of Agriculture for pest control services. Registration Certificate with the Compensation Commissioner (Department of Labour). Registration with the South African Pest Control Association (SAPCA) or another regulatory body. Compliance with Hazardous Chemical Substances Regulations of the OHS Act for chemical labelling, storage, and transportation. Only SABS-approved insecticides may be used. Submission of a compliant Occupational Health & Safety File upon appointment. Compliance with TAD biosafety requirements. Bidders must not be listed in the Register for Tender Defaulters or the List of Restricted Suppliers.

Bidders must submit a valid current certified B-BBEE certificate, original B-BBEE certificate, or sworn affidavit to qualify for the 20 preference points under the 80/20 principle. Points are allocated as follows: HDI Ownership (51%+): 6 points, Women Ownership (51%+): 4 points, Persons with Disabilities Ownership (51%+): 2 points, B-BBEE Level 1-4: 2 points, RDP Goals: 2 points. Failure to submit proof results in no points for specific goals.

Compliance with Hazardous Chemical Substances Regulations of the OHS Act is required for chemical labelling, storage, and transportation. Successful bidder must submit an updated and compliant Safety File to the Occupational Health and Safety Officer, including a list of staff responsible for services. Only SABS-approved insecticides may be used. Constant supervision and preventative measures must be taken to avoid losses or damages to ARC property.

Quotation validity period must be indicated. Prices are fixed in South African Rand, inclusive of VAT, delivery, insurance, and taxes. No price adjustments will be considered. Supplier is fully responsible for proper execution and fulfillment of services. ARC reserves the right to accept or reject special terms and conditions. Goods/services will be supplied upon receipt of a purchase order. General Conditions of Contract issued by National Treasury apply. ARC Supply Chain Management Code of Conduct applies. ARC reserves the right to perform due diligence and benchmark prices. Warranty/guarantee period and extent must be clearly stated.

Adhere to the fumigation intervals/schedule/phases as outlined in the attached 'Fumigation Phases' document. No changes in staff responsible for execution are allowed without written approval from ARC. Successful bidder must submit written communication of staff changes at least 7 days prior to site visits. Constant supervision is required during service execution to prevent losses or damages to ARC property. Services may only be performed during scheduled shutdowns or when required. Relevant ARC official must be informed 48 hours in advance for access. If a door is locked during work, place a note indicating your presence. ARC reserves the right to implement corrective measures if services do not meet requirements. Additional costs may apply for services like termite nests, fly traps, and bait stations.

Bidders must comply with ARC quarantine guidelines and TAD biosafety requirements. Must have the capacity to render the services. Registration with the Department of Agriculture, Compensation Commissioner, and SAPCA (or another regulatory body) is required. Provide an Occupational Health & Safety File upon appointment. Only SABS-approved insecticides may be used.

Evaluation uses the 80/20 preference point system. Price accounts for 80 points (lowest acceptable price scores 80). Specific goals account for 20 points: HDI Ownership (51%+): 6 points, Women Ownership (51%+): 4 points, Youth Ownership (51%+): 4 points, Persons with Disabilities Ownership (51%+): 2 points, SMME Goals: 2 points, B-BBEE Level 1-4: 2 points.
