The National Film and Video Foundation (NFVF) is an agency of the Department of Sport, Arts and
Culture that was created to ensure equitable growth of South Africa's film and video industry. We do this
by providing funding for the development, production, marketing and distribution of films and the training
and development of filmmakers.
NFVSA is the custodian of more than a million records pertaining to the audio-visual heritage of the
country. These records consist of various formats ranging from film, video to sound including paper
records that are referred to as related materials that include museum objects.
The National Archives and Records Services of South Africa (NARSSA) is a custodian of valuable records
that carries and defines the countries heritage, these records are to be well preserved, maintained and to
be accessed by users. Within the NARSSA there are various sections that handles various material such
as Paper and Audio-Visual. The various sections include the National Film, Video and Sound Archives
(NFVSA), Preservation and Conservation, Records Management, Administration, and the Repository.
This project will not only provide access to digitised collections but will also create opportunities for young
people in this field to gain much needed experience as well as to give the NARSSA and its provincial
repositories access to much needed equipment going forward.
The NFVF has been appointed as an implementing agent for digitisation of the newsreel collection at the
National Film, Video and Sound Archives. The digitisation project will form part of the Presidential
Employment Stimulus Programme (PESP).
In addition to the various sections, there are Provincial Archives across all 9 Province of the country.
These archives and repositories identify, preserve, and provide public access to records of enduring
cultural, historical, and administrative value. Most of these repositories are already embarking on
digitisation processes. It is fitting for the National Archives to collaborate with the provinces during this
phase of PESP, to show provincial support and to assist in further digitisation and proper record keeping
and management. Each provincial archive will receive a total number of 22 interns.
Allocation of interns per provincial town will be as follows:

The programme will be for a period of (12) months. The first month of the project will be for the
recruitment of 200 interns, with the last two months being for closing off the project.
2. Objectives
The NFVF seeks to appoint an experienced service provider with a strong background in internship
programme management to provide full spectrum management of 200 interns for a period of fourteen (14)
months.
The appointed service provider(s) will work closely with the NFVF and the National Archives and Records
Service of South Africa (NARSSA) in ensuring efficient recruitment, placement, and overall management
of interns for the duration of the full programme.
Successful service provider(s) will be required to facilitate and implement the recruitment and placement
process for interns as well as fully manage the programme for the duration as specified.
The successful service provide will also be required to provide a comprehensive close out report at the
end of the programme.
3. Project objectives & deliverables
The appointed service provider is expected to deliver on the following:

1.1 The National Film and Video Foundation (NFVF) considers this tender and all related information,
either written or verbal, which is provided to the respondent, to be proprietary to NFVF. It shall be
kept confidential by the respondent and its officers, employees, agents and representatives. The
respondent shall not disclose, publish, or advertise this specification or related information to any
third party without the prior written consent of NFVF.
2 Enquiries
2.1 All communication and attempts to solicit information of any kind relative to this RFP should be in

2.2 Bidders may not contact any other NFVF employee besides contact person mentioned on
Paragraph 2.1 above on any matter pertaining to the bid from the time when bid is advertised
to the time the bid is awarded. Any effort by a bidder to influence bid evaluation, bid
comparisons or bid award decisions in any manner, may result in rejection of the bid
concerned.
2.3 All the documentation submitted in response to this RFP must be in English.
2.4 The Bidder should check the numbers of the pages to satisfy themselves that none are missing or
duplicated. No liability will be accepted by NFVF regarding anything arising from the fact that pages
are missing or duplicated.

5.2 Other expenses, for example accommodation (specify, eg. Three

2.1 “all applicable taxes” includes value-added tax, pay as you earn, income tax, unemployment

2.3 “B-BBEE status level of contributor” means the B-BBEE status received by a measured entity
based on its overall performance using the relevant scorecard contained in the Codes of Good
Practice on Black Economic Empowerment, issued in terms of section 9(1) of the Broad-Based
Empowerment Act;
2.4 “bid” means a written offer in a prescribed or stipulated form in response to an invitation by an
organ of state for the provision of services, works or goods, through price quotations, advertised
competitive bidding processes or proposals;
2.5 “Broad-Based Black Economic Empowerment Act” means the Broad-Based Black Economic
Empowerment Act, 2003 (Act No. ).
2.6 “comparative price” means the price after the factors of a non-firm price and all unconditional
discounts that can be utilized have been taken into consideration;
2.7 “consortium or joint venture” means an association of persons for the purpose of combining
their expertise, property, capital, efforts, skill and knowledge in an activity for the execution of a
contract;
2.8 “contract” means the agreement that results from the acceptance of a bid by an organ of state.
2.9 “EME” means any enterprise with an annual total revenue of R5 million or less.

2.10 “Firm price” means the price that is only subject to adjustments in accordance with the actual
increase or decrease resulting from the change, imposition, or abolition of customs or excise duty
and any other duty, levy, or tax, which, in terms of the law or regulation, is binding on the
contractor and demonstrably has an influence on the price of any supplies, or the rendering costs
of any service, for the execution of the contract;
2.11 “functionality” means the measurement according to predetermined norms, as set out in the bid
documents, of a service or commodity that is designed to be practical and useful, working or
operating, taking into account, among other factors, the quality, reliability, viability and durability
of a service and the technical capacity and ability of a bidder.
2.12 “non-firm prices” means all prices other than “firm” prices.
2.13 “person” includes a juristic person.
2.14 “rand value” means the total estimated value of a contract in South African currency, calculated
at the time of bid invitations and includes all applicable taxes and excise duties.
2.15 “sub-contract” means the primary contractor’s assigning, leasing, making out work to, or
employing, another person to support such primary contractor in the execution of part of a project
in terms of the contract.
2.16 “total revenue” bears the same meaning assigned to this expression in the Codes of Good
Practice on Black Economic Empowerment, issued in terms of section 9(1) of the Broad-Based
Black Economic Empowerment Act and promulgated in the Government Gazette on 9 February
2007.
2.17 “trust” means the arrangement through which the property of one person is made over or
bequeathed to a trustee to administer such property for the benefit of another person; and
2.18 “trustee” means any person, including the founder of a trust, to whom property is bequeathed in
order for such property to be administered for the benefit of another person.

8.1. Stage 1: Administrative Compliance
At this stage, bidders will be assessed on whether they have provided all mandatory documents. It is the
discretion of the BEC to decide on the disqualification of bidders who do not submit all required documents.
Bidders are required to submit the following mandatory documents:
a Joint Venture, each party must provide evidence of registration with CSD, and their tax compliance
status will be verified through the CSD. Bidders' tax status must be in order in line with Treasury
Regulations and must reflect n CSD.

Bidders who provided all required administration documents will be evaluated on functionality as per
the below evaluation criteria, where a minimum threshold is 70 points. Bidders who scored overall
score of 70 points or above will be evaluated on the nest stage of evaluation and bidders who score
below 70 points will be disqualified from the evaluation process.
8.3. Stage 3: Price and Specific Goals
Bidders who scored overall score of 70 points and above will be evaluated on 80/20 preference points
system, where 80 points are for price and 20 points for Specific goals.

the number of years of experience. If no proof of years of experience can be
obtained from the CV provided, it will not be considered for the purpose of the

The bidder to submit reference letters from clients who have acquired the

signed (not electronically) and be on the client`s letterhead.
