• Scope: Conduct external investigations of ethics and unethical misconduct cases for the RAF Ethics Unit.
• Key tasks include developing investigation plans, collecting/analysing evidence, conducting interviews, preparing reports, and testifying if required.
• The service provider must commence an investigation within 3 working days of written instruction.
• Final investigation reports must be submitted within 30 calendar days from commencement, unless otherwise agreed.
• All investigations must be conducted confidentially and comply with POPIA and other applicable laws.
• Team Composition Requirements:

• Senior Investigator: Must have a relevant investigation qualification (NQF level 7 minimum), Certified Fraud Examiner (CFE)/ICFP/IET accreditation, and at least 5 years' experience in corporate, forensic, or ethics investigations.
• Senior Manager/Investigations Lead: Must have a relevant investigation qualification (NQF level 8 minimum), CFE/ICFP/IET accreditation, and at least 10 years' experience.

• Detailed CVs (using Annexure C template) and valid certificates must be submitted by the closing date.
• The service provider will be granted access to RAF officials, systems, and documentation as needed.
• All deliverables, information, and reports produced become the exclusive property of the RAF.

• All prices must be quoted in South African Rand (ZAR) and must be VAT inclusive if the bidder is VAT-registered.
• Non-VAT registered bidders must not charge VAT; doing so will lead to disqualification.
• Only prices completed in the provided cost breakdown table will be accepted for evaluation.
• No price changes are allowed after an official Award Letter or Purchase Order is issued.
• Accommodation and travel costs must be at government-approved rates, with travel strictly in economy class.
• The RFQ will be evaluated under the 80/20 preference point system for quotations with a value up to R1,000,000.

The service provider must handle the RAF's confidential, private, personal, or sensitive information (files, data, and documents). You must comply with RAF requirements and the Protection of Personal Information Act (POPIA). Key technical requirements include:

• Document Handling and Transportation: Have protocols for proper handling and transport. Use a secure, lockable transportation system.
• Security Measures: Keep files in lockable containers during transport to prevent loss, theft, or damage.
• Record Keeping: Maintain accurate records of each document, including location, access history, and retention schedule.
• Document Retrieval and Handling: Use secure protocols for retrieval, verify requester identity, and ensure secure transport.
• Secure Storage: Store physical documents in lockable cabinets.
• Access Control: Ensure documents are accessible only to authorised personnel, with policies to control and monitor access.
• Fire Suppression: Have a fire suppression system (e.g., CO2 extinguishers) on premises.
• Physical Security: Implement measures like controlled access points, surveillance cameras, and 24/7 monitoring. Report any security breaches to RAF.
• Network Security: Use firewalls, intrusion detection, and encryption for digital storage.
• Data Protection: Handle personal/sensitive data per laws, safeguard against unauthorised access, and report breaches immediately.
• Cybersecurity: Implement robust measures against threats, use encryption for data in transit/at rest, and regularly update systems.
• Incident Response: Have a documented incident response plan and report incidents to RAF promptly.
• Subcontractors: Ensure subcontractors adhere to the same data protection and cybersecurity standards.
• Audit and Monitoring: Cooperate with RAF audits of compliance with these standards.

The service provider must have policies and procedures to control and monitor access. Fire safety requirements:

• Have a fire suppression system or similar (e.g., carbon dioxide fire extinguishers) on premises to prevent damage or loss of documents in a fire.
• Ensure premises have a secure perimeter with controlled access and/or surveillance systems, secure doors, locks, and alarms to prevent unauthorised access.
• Implement physical security measures for document safety.

The service provider must ensure the physical security of documents, including controlled access points, surveillance cameras, and/or 24/7 monitoring. All storage facilities must be protected against unauthorised access. Report any real, attempted, or suspected breaches to RAF and provide evidence (e.g., CCTV footage, police reports). Key obligations:

• Access Control: Grant access on a need-to-know basis, use strong authentication, and regularly review permissions.
• Data Protection: Handle personal/sensitive data in compliance with laws, safeguard against unauthorised access/disclosure/alteration/destruction, and report breaches immediately. Implement confidentiality measures for agents, subcontractors, or third parties.
• Third-Party Oversight: Vet third-party service providers for data protection policies and require data protection agreements. RAF reserves the right to conduct security screening of company directors and resources.
• Cybersecurity Standards: Implement robust measures against cyber threats, use encryption for data in transit/at rest per industry standards, and regularly update/patch systems.
• Incident Reporting and Response: Have a documented incident response plan and report security incidents/data breaches to RAF promptly.
• Subcontractors and Third-Party Oversight: Ensure subcontractors adhere to the same data protection and cybersecurity standards. You are responsible for their compliance.
• Audit and Monitoring: RAF reserves the right to audit and monitor your compliance. You must cooperate with audits.
