• Submit hard‑copy proposals in a sealed envelope marked CCB2026/02/01.

• Submission window on the closing day: 09:30‑16:00 (bids must be received before 10:00).
• All required returnable documents (see Pre‑qualification list) must be included; missing any document may lead to disqualification.
• Bids received after the closing date/time will be rejected and, if possible, returned unopened.
• Bidders are responsible for ensuring their bid reaches CCB before the deadline.
• Proposals must include: comprehensive technical proposal, evidence of capability, pricing schedule, separate detailed cost list, and at least three recent reference letters.

• Gate 0 – Pre‑qualification: submission of all mandatory SBD forms, Tax Clearance Certificate, CSD report, Company Registration, B‑BBEE certificate, reference letters, and signed declarations. Non‑submission results in a zero score or disqualification.
• Gate 1 – Price and Specific Goals (80/20 preference point system):

– Price component – up to 80 points (lowest compliant price scores highest).

– Specific Goals – up to 20 points (HDI 8 pts, Women 4 pts, Youth 4 pts, Persons with disability 2 pts, RDP/SMME 2 pts).

• Total possible score = 100 points. Bidders must exceed the 80‑point threshold to be considered.
• Evaluation stages: pre‑qualification check → price & specific goals scoring → award based on best value, not necessarily the lowest price.

Scope: printing of two book types for CCB.

• Leave Register Books – Annexure A – 50 copies, A4, triplicate leaves (50‑60 gsm), carbonised back/front as specified, soft cover with flap, perfect binding, numbered from 1901.
• Requisition Books – Annexure B – 30 copies, A4, triplicate leaves (same paper and carbonisation), soft cover with flap, perfect binding, numbered from 0501.

Deliverables: finished books meeting the detailed sheet, cover and binding specifications.

Standards: use of specified paper weight, carbonisation, numbering, and binding method.

Service level: compliance with the Service Level Agreement to be signed after award.

• Complete the supplied Pricing Schedule (refer to “Pricing Model” section).
• Provide a separate comprehensive list of all possible charges (included and not included).
• Offer must be valid for 90 days from the closing date.
• Failure to price all listed products results in disqualification.
• No mention of performance bonds or guarantees; bidders should follow any standard CCB contract terms.

• Tax Clearance Certificate (TCC) – must be current and compliant.
• Central Supplier Database (CSD) report – must show tax compliance.
• Company Registration Certificate (CIPC).
• B‑BBEE certificate.
• Submission of all required SBD forms (SBD 1, 4, 6.1, 6.2, 8, 9).
• Minimum three recent reference letters (not older than 12 months).
• Adherence to tax legislation, PPPFA, and other procurement regulations as stated.
• No fronting – bidders must provide accurate ownership information.
