Proposals must be submitted electronically via the Sasria Online Tender Portal (https://procurement.sasria.co.za/). Hand-delivered, posted, emailed, or faxed proposals will be disqualified. Bidders must register on the portal before the closing date. The system limits file sizes to 4MB per file and 30MB per schedule. Bids must consist of four mandatory schedules: Schedule 1 (Executive Summary and Annexure B), Schedule 2 (CSD report, B-BBEE documentation, and other Part 6 documents), Schedule 3 (Technical Proposal), and Schedule 4 (Financial Proposal). Failure to submit all four schedules will result in disqualification.

The evaluation follows a three-level process: Level 1 (Governance Verification) checks for mandatory compliance and documentation; Level 2 (Technical Evaluation) assesses functional requirements; Level 3 (Preference Point System) applies an 80/20 split, where 80 points are for price and 20 points for specific goals. Specific goal points are awarded based on EME/QSE status, black ownership, and subcontracting to black-owned entities.

The scope involves the procurement of 180 Microsoft Copilot productivity licenses and the ability to procure additional licenses as required, including renewals, for a 24-month duration. Bidders must be Direct Managed CSP Accredited Microsoft partners for AI Business Solutions with Solutions Specialisation and/or Solutions Designation. A mandatory accreditation letter from Microsoft must be provided; failure to do so will result in immediate disqualification.

Bidders must provide a detailed, VAT-exclusive price proposal in South African Rand (ZAR). The proposal must include a breakdown of all elements (license structure, services included, etc.). Bidders must indicate if pricing is linked to exchange rates and if rates align with National Treasury Instruction/2025: Cost Containment Measures. The bid must remain valid for 150 days after the closing date.

Mandatory requirements include: CSD registration (tax compliance), valid B-BBEE certificate or sworn affidavit, signed Annexure A (Non-Disclosure Agreement), signed Annexure B (Acceptance of Bid Conditions), SBD 1, SBD 4, and SBD 6.1. Bidders must not be listed on the National Treasury's restricted/defaulters register.
