• Late or incomplete submissions, unsigned pages, missing SBD‑4, non‑compliant CSD status or failure to meet the R30 000 minimum will result in disqualification.
• Quotations may be withdrawn by SIU at any time.
• All submitted documents become the property of SIU.

• Bids are evaluated using an 80:20 preference point system (80 points for price, 20 points for B‑BBEE status).
• Only bids that pass SIU Internal Integrity Unit screening and State Security Agency vetting are considered.
• Minimum price threshold: quotations above R30 000 are evaluated; lower bids are not accepted.
• Disqualification triggers include unsigned pages, incomplete SBD‑4, non‑compliant CSD tax status, restricted supplier status, or involvement in corruption investigations.
• Evaluation stages: 1) Administrative compliance check (mandatory documents, tax status, B‑BBEE proof). 2) Price scoring (lowest acceptable bid receives full 80 points; other bids scored proportionally). 3) B‑BBEE status points awarded according to level (Level 1 = 18 points, Level 2 = 14, … Level 8 = 2, non‑compliant = 0). 4) Final score = price points + B‑BBEE points; highest total wins.

Scope of Work (ToR):

1. Lease and provide four (4) free‑standing bottled water coolers (silver, grey or black) with hot and cold water, minimum dispensing capacity 4.5 L/h, cup dispenser, stainless‑steel construction, anti‑drip taps and splash‑proof exterior.

2. Supply, refill and replace filtered 20 L bottled water (20 bottles per month) ensuring uninterrupted service; water must meet drinking‑water quality standards and certification must be submitted.

3. Deliver, install and commission the units at the designated premises; installation costs are included in the rental price.

4. Provide a warranty covering the full 60‑month contract period and carry out repairs/replacements promptly.

5. Perform regular sanitising, servicing and preventive maintenance every six (6) months at no additional cost.

6. Comply with all applicable health, safety and hygiene regulations; personnel must adhere to occupational health and safety standards.

7. Contract period: fixed 60 months.

• Pricing must be presented in a single schedule on company letterhead, inclusive of VAT and all logistics costs.
• Quote must include a breakdown for each year/month (lease of coolers, water refill, sanitising/servicing).
• Payment terms: invoices paid within 30 days of receipt.
• No advance payments or pre‑payments are allowed.
• No performance bond or guarantee is mentioned.
• Quote must remain valid for 30 days from submission and for the 90‑day RFQ validity period.

• CSD registration: provide CSD summary report confirming tax‑compliant status.
• Tax compliance: submit SARS PIN or Tax Compliance Status (TCS) certificate; ensure CSD tax status is compliant.
• B‑BBEE: submit a valid B‑BBEE certificate or sworn affidavit; minimum level to earn preference points is Level 1 (18 points).
• Company registration: CIPC registration certificate required.
• No supplier may be on the national treasury restricted or defaulter list, nor be under investigation for corruption.
• All mandatory returnable documents (CIPC registration, SARS PIN, B‑BBEE proof) must be attached; failure results in disqualification.
