• Disqualification risks:

Evaluation occurs in three phases:

Phase 1: Mandatory Requirements (At Closing Stage)

• Must comply fully with the specification, pricing structure, and scope of work.
• Quotation must be submitted before 22 June 2026, 11:00, via [email protected].
• Must submit:
• Minimum three (3) signed reference letters from unrelated clients for design, layout, editing, and printing services provided in the last three years.
• Portfolio with at least three (3) examples of similar projects completed in the last three years.
• CV of at least one (1) Graphic Designer with minimum three years’ relevant experience.
• CV of at least one (1) Editor with minimum three years’ relevant experience.
• ID copies of owners/directors as reflected in CIPC, CSD, or B-BBEE documents.
• Failure to meet any of these requirements will result in disqualification.

Phase 2: Price and Specific Goals

• 80/20 preference point system applies:
• 80 points for price (lowest acceptable tender scores highest).
• 20 points for specific goals (B-BBEE and gender ownership).
• Specific goals:
• Ownership by Black People: Up to 12 points (scaled by percentage: 91%-100% = 12, 75%-90% = 10, 51%-74% = 8, ≤50% = 4, 0% = 0).
• Ownership by Women: Up to 8 points (scaled by percentage: 91%-100% = 8, 75%-90% = 6, 51%-74% = 4, ≤50% = 2, 0% = 0).
• Submit proof for specific goals: Shareholder Certificate, CIPC registration, certified ID copies, B-BBEE certificate/affidavit, CSD report.

Phase 3: Mandatory Requirements (At Award Stage)

• Tax compliance is mandatory. Non-compliant bidders will be disqualified.
• Bidders listed in the Register of Restricted Suppliers or Tender Defaulters Register will be disqualified.
• Successful bidder must be registered on the Central Supplier Database (CSD), unless a foreign bidder with no local entity.

Scope of Work:

• Develop three (3) overarching creative themes and visual concepts for the Annual Performance Plan (APP) and Annual Report, aligned with NRWDI Corporate Identity Guidelines.
• Includes refinement of the selected concept (two revisions).

• Design, layout, and editing of the 2026-2027 Annual Performance Plan (APP), approximately 80 pages:
• Copywriting/editing.
• Design and layout.
• Supply six (6) proofs for review.
• Supply print-ready PDF.
• Supply web-publishable PDF (e-book).

• Design, layout, editing, and print of the 2025-2026 Annual Report, approximately 100 pages:
• Copyright/editing.
• Design and layout.
• Supply six (6) proofs for review.
• Supply print-ready PDF.
• Supply web-publishable PDF (e-book).
• Supply one physical printer’s proof for sign-off.
• Print 100 physical copies.

• Design and layout of a PowerPoint template:
• Branded template with infographic elements, charts, and layout of Annual Report content for Parliamentary presentations.

Print Specifications for Annual Report:

• Size: A4 (297mm x 210mm).
• Printing: Full colour (4 process colours throughout).
• Lamination: Gloss on cover, one side only.
• Finishing: Folded and collated.
• Binding: PUR bound.
• Material: Cover 300gsm gloss, text 90gsm gloss.

Mandatory Experience and Qualifications:

• Company must demonstrate a minimum of three years’ experience in graphic design, layout, editing, and printing.
• Submit a portfolio with at least three examples of similar projects completed in the last three years.
• Provide CVs for:
• At least one Graphic Designer with a minimum of three years’ relevant experience.
• At least one Editor with a minimum of three years’ relevant experience.
• Submit a minimum of three signed reference letters from unrelated clients for services provided in the last three years.

Quality Management:

• Indicate if your company is ISO 9001:2015 certified for Quality Management Systems.

Pricing Schedule:

• Complete the pricing table with unit costs and totals for each line item:
• A. Development of three creative themes/concepts (including refinement with two revisions).
• B. APP design, layout, and editing (editing, design/layout, six proofs, print-ready PDF, web-publishable PDF).
• C. Annual Report design, layout, editing, and print (editing, design/layout, six proofs, print-ready PDF, web-publishable PDF, physical printer’s proof, 100 printed copies).
• D. PowerPoint template design.
• Include subtotal, VAT (separate line item), and grand total.
• Quotation validity: 60 working days from closing date.
• Indicate if delivery is included (Yes/No).

Pricing Structure:

• Prices must be firm and exclude VAT. VAT must be listed as a separate line item.
• Complete the pricing table for each item:

Mandatory Compliance:

• Central Supplier Database (CSD) registration is required for the successful bidder, except for foreign bidders with no local entity.
• Submit a valid B-BBEE certificate or sworn affidavit (if applicable).
• Submit proof for specific goals preference points:
• Shareholder Certificate.
• CIPC company registration documents.
• Certified ID copies of directors/owners.
• Certified B-BBEE certificate or sworn affidavit.
• CSD report.
• Tax compliance is mandatory at the award stage.
