Failure to mark envelopes correctly results in disqualification. Late, unmarked, or bids submitted via telegraphic, telephonic, telex, facsimile, or email will not be accepted. Deposit bids in the tender box at Finance Division, Thusong Centre, Adderley Street, Prince Albert, 6930. Tender box hours: Monday-Thursday 07h30-16h00, Fridays 07h30-15h30. Bids remain valid for 120 days after closing. Public bid opening occurs immediately after closing at Finance Division, Thusong Centre.
Evaluation Criteria

Bidders must meet the minimum functionality points (as specified in the tender document) to be considered responsive. Non-responsive bids (below minimum functionality) will not proceed to price and preference evaluation. Evaluation uses the 80/20 preference points system: Price (80 points), B-BBEE Status Level of Contribution (10 points), Locality (10 points).
