• Closing date/time: 16 Feb 2026 at 11:00 hrs. Late submissions will be rejected.
• Use the official SBD forms (SBD 3.3 pricing schedule, SBD 4 bidder’s declaration, SBD 6.1 preference points claim form, etc.). Do NOT re‑type the forms.
• All required documents must be attached: completed invitation (Annexure A), pricing schedule, bidder’s declaration, preference points claim (if applicable), CSD registration proof, company registration (CIPC), directors’ ID copies, SARS tax PIN or printed TCS certificate, CIDB Grade 2 SI registration, COIDA compliance letter, B‑BBEE certificate or sworn affidavit, share certificates (if claiming ownership points), POPIA consent form.
• Prices must be inclusive of VAT and remain valid for at least 120 days after the closing date.
• Disqualification risks: incomplete/incorrect forms, missing tax‑compliance PIN or CSD number, failure to provide required certificates, late submission, or any conflict of interest disclosed in the bidder’s declaration.
• No physical delivery is required; all bid documents must be emailed as per the address above.

• Evaluation is conducted in four phases:

1. SCM administrative compliance – verification of completeness and correctness of all submitted documents.

2. Mandatory requirements – proof of a qualified lift mechanic (5 years experience), CIDB Grade 2 SI registration, three recent reference letters, COIDA compliance, and good standing certificates.

3. Technical specification compliance – bidder must meet the detailed lift specifications (motor ratings, dimensions, standards) and demonstrate capability to perform the preventive and corrective maintenance as described.

4. Price and specific goals – scoring follows the 80/20 preference point system (80 points for price, 20 points for specific goals such as B‑BBEE ownership percentages). The lowest acceptable price (Pmin) is used to calculate price points. Specific‑goal points are awarded only when supporting documentation is provided.

• The bidder with the highest total points (price + specific goals) will be awarded the contract, subject to meeting all mandatory and technical requirements.
• Failure to comply with any phase results in disqualification.

Scope of work:

• Provide repair and maintenance services for the goods lift(s) for 36 months.
• Preventive maintenance monthly, covering mechanical, electrical/control, and safety equipment checks as listed.
• 24/7 breakdown response: 1 hour for trapped passengers, 4 hours for operational faults, 24 hours for non‑critical issues.
• Use only qualified, certified lift technicians; OEM parts preferred unless approved otherwise.
• Maintain a logbook (paper and electronic) and submit monthly maintenance reports, breakdown reports, and annual safety test certificates.
• Achieve ≥ 98 % annual uptime (excluding planned maintenance).
• Perform annual full load, speed, brake, safety‑gear, overspeed‑governor, and door‑force tests; issue compliance certificate after each test.
• Provide warranties: minimum 12 months on workmanship.

Standards to comply with: EN 81 series, ISO 8100, SANS 1545, Occupational Health and Safety Act, Lift, Escalator and Passenger Conveyor Regulations 2010, and manufacturer manuals.

Deliverables: preventive‑maintenance schedule, breakdown‑call‑out retainer, compliance & annual safety testing support, detailed service reports, parts replacement list with warranty periods, risk assessments and method statements for major repairs.

• Pricing must be submitted on the official pricing schedule (Annexure A) and be inclusive of VAT.
• Prices are to be quoted for each year (Year 1‑3) and a total 3‑year amount.
• Validity period: quoted prices must remain valid for at least 120 days after the closing date.
• No separate delivery costs – all costs are part of the total quotation.
• No performance bond or guarantee is explicitly required in the document.
• Payment terms are not detailed; bidders should assume standard SAST payment conditions unless otherwise instructed.
• All invoicing for parts, materials and consumables must be supported by tax invoices.

• Tax compliance: provide SARS tax PIN (or printed TCS certificate) and/or CSD number. All consortium members must submit separate tax compliance documents.
• Central Supplier Database (CSD): registration on the National CSD is mandatory for South African suppliers.
• CIDB: proof of Grade 2 SI (or higher) registration is required.
• B‑BBEE: valid B‑BBEE certificate or sworn affidavit must be submitted; ownership points require share certificates or affidavit.
• COIDA: valid letter of good standing under the Compensation for Occupational Injuries and Diseases Act must be provided.
• Company registration: CIPC registration documents and directors’ ID copies are required.
• Foreign suppliers: only required to register on CSD if they have a local entity; otherwise exempt.
• No persons in the service of the State (or close corporations with such persons) may participate.
• POPIA consent and data‑privacy acknowledgements must be signed as per the consent form.
