Late submissions will be rejected. Initial all pages of your bid. Ensure completeness: missing or incorrect standard bidding documents (SBDs) may disqualify your bid. SAWS reserves the right to reject non-compliant bids, request additional information, or conduct site inspections. Do not attempt to influence the award decision. Costs for bid preparation, briefings, or site visits are not reimbursable. Submissions become SAWS property and will not be returned.

Source: RFQ 4212.Calibration 3.pdfEvaluation occurs in 4 phases: 1) SCM Administrative Requirements: Verify completeness of CSD registration, SBD forms (3.3, 4, 6.1), tax compliance, and B-BBEE documentation. 2) Mandatory Requirements: SANAS Accreditation Certificate and written confirmation of ability to calibrate both pressure and temperature/humidity. 3) Functional Evaluation: Scored out of 100 (70% minimum to proceed). Criteria: Years of experience (40% weight: 0= <2 years, 10=2 years, 20=3-4 years, 30=4-5 years, 40=5+ years), Delivery period (40% weight: 0=not indicated, 5=>6 weeks, 10=>5 weeks, 20=>4 weeks, 40=<4 weeks), Contactable references (20% weight: 0=none, 5=one, 10=two, 15=three, 20=four+). References must be on client letterhead and <4 years old. 4) Price and Specific Goals: 80 points for price (lowest acceptable tender scores highest), 20 points for B-BBEE status (Level 1=20, Level 2=18, Level 3=14, Level 4=12, Level 5=8, Level 6=6, Level 7=4, Level 8=2, Non-compliant=0). Highest total points win.

Financial Requirements

SAWS may request latest audited financial statements to assess bidder stability. Subcontracting: Provide proof of subcontracting agreement if applicable.
