Evaluation occurs in 4 phases: 1) SCM Administrative Requirements: Verify completeness of CSD registration, SBD forms (3.3, 4, 6.1), tax compliance, and B-BBEE documentation. 2) Mandatory Requirements: SANAS Accreditation Certificate and written confirmation of ability to calibrate both pressure and temperature/humidity. 3) Functional Evaluation: Scored out of 100 (70% minimum to proceed). Criteria: Years of experience (40% weight: 0= <2 years, 10=2 years, 20=3-4 years, 30=4-5 years, 40=5+ years), Delivery period (40% weight: 0=not indicated, 5=>6 weeks, 10=>5 weeks, 20=>4 weeks, 40=<4 weeks), Contactable references (20% weight: 0=none, 5=one, 10=two, 15=three, 20=four+). References must be on client letterhead and <4 years old. 4) Price and Specific Goals: 80 points for price (lowest acceptable tender scores highest), 20 points for B-BBEE status (Level 1=20, Level 2=18, Level 3=14, Level 4=12, Level 5=8, Level 6=6, Level 7=4, Level 8=2, Non-compliant=0). Highest total points win.

Scope: Calibration of 26 Vaisala PTB330TS instruments, 1 Vaisala HMP41/45, 1 HMP41/46, 1 Vaisala PTB220 Barometer, 1 RM Young anemometer drive calibrator, and 1 Agilent Digital Multimeter 34401A. Technical requirements: For PTB330TS: Calibrate pressure at 800mbar, 950mbar, 1100mbar (rising and falling), temperature at 14°C, 22°C, 30°C, humidity at 11%rh, 33%rh, 75%rh, 90%rh. For HMP41/45 and HMP41/46: Temperature at 14°C, 22°C, 30°C. For PTB220: Pressure at 800mbar, 950mbar, 1100mbar (rising and falling). For RM Young: Laboratory calibration. For Agilent Multimeter: DC, AC, current, resistance values. Non-technical requirements: Issue SANAS certificate for each unit. Provide calibrator’s certificate and calibration procedure (on quotation and certificate). For PTB220 and Agilent Multimeter: Service provider must be SANAS-accredited. Pricing must be in ZAR, inclusive of VAT. Submit a ceiling price for the total project (all phases, all expenses). Provide a cost breakdown for the ceiling price. Indicate if rates are firm for the project duration; if not, specify adjustment basis (e.g., CPI). Payment terms: Within 30 days of invoice receipt, unless otherwise agreed. SAWS may request latest audited financial statements to assess bidder stability. Subcontracting: Provide proof of subcontracting agreement if applicable.

Mandatory: CSD registration (provide CSD number). Tax compliance: Submit SARS TCS PIN or CSD number. B-BBEE: Submit valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to claim points. Foreign suppliers: Complete Annexure A questionnaire if no SA tax obligations. No bids accepted from state employees or entities with state-employed directors/members. Bidder’s Declaration (SBD 4) must confirm no conflicts of interest, collusion, or corrupt practices. Preference Points Claim Form (SBD 6.1) required for B-BBEE points. Joint ventures/consortia: Submit signed teaming agreement and separate TCS/CSD documentation for each party.
