• Submit the quotation in a sealed envelope addressed to PRASA, 65 Masabalala Yengwa Avenue, Greyville, 4001 (Durban Station).
• All bids must be delivered to this address by 12:00 (noon) on 26/02/2026; late submissions will be rejected.
• Use the official bid forms supplied – do not re‑type the content.
• Include all mandatory returnable documents (see Section 16) and attach a signed authority letter (e.g., company resolution).
• Provide your SARS Tax Compliance Status (TCS) PIN or CSD number, and a valid B‑BBEE level‑10 certificate.
• Ensure the quotation is addressed to PRASA and signed by an authorised representative.
• Any attempt to canvass PRASA staff between the closing time and award may lead to disqualification.

• Stage 1 A – Mandatory requirements (e.g., signed register, TCS PIN/CSD number, valid B‑BBEE certificate). Failure to submit results in automatic disqualification.
• Stage 1 B – Other mandatory documents (e.g., declarations, joint‑venture agreements, proof of SETA accreditation, recent training experience). Non‑submission may be requested within 3 working days; otherwise disqualified.
• Stage 2 – Technical/functional requirements (not scored, only pass/fail).
• Stage 3 – Price (80 points) and Specific Goals (20 points) – total 100 points. Price points are calculated using the 80/20 formula: Ps = 80 × (1 − (Pt‑Pmin)/Pmin). Specific‑goal points are awarded for B‑BBEE level‑10 status and Black‑Youth ownership as detailed in Table 1.

• Provide a Supervisory Management Training course (Unit Standard 14667, NQF Level 4) lasting 3 days, delivered at PRASA premises.
• Trainer must be SETA accredited; submit the accreditation letter with the quote.
• Course content must cover management functions (planning, organising, leading, controlling) and related tasks as per the unit‑standard description.
• Submit a certificate of competency after training completion.
• Include details of recent similar training programmes with references.

• Prices must be quoted in South African Rand, inclusive of all taxes, on a fixed‑price basis.
• Use the prescribed Pricing Schedule Annexure; alternative formats will be deemed non‑responsive.
• Indicate cost breakdown, any price‑escalation formula, and delivery period (earliest possible, within the number of working days to be completed by the service provider).
• Validity period: 60 working days from the closing date (extensions may be requested).
• Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice.

• Provide SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; if unavailable, supply CSD registration number.
• Register on the National Treasury Central Supplier Database (CSD) unless you are a foreign supplier with no local entity.
• No bids from persons in the service of the state or related entities.
• B‑BBEE contributor level 10 certificate required (or consolidated JV certificate).
• SETA accreditation for the training provider is mandatory.
• All applicable national and local laws must be complied with.
